TOTAL MANAGEMENT SYSTEM (TMS)
What is Total Management System?
Total Management System or TMS is a business concept, where a developer company will construct a building with complete involvement of its manpower (site engineer, site manager, consultant engineer, security persons, site assistants etc) and total management of the project using their experience and expertise. The landowner on the other hand will finance for the said project (less management cost), who wants to have his building made by experts, with best quality, under constant supervision to ensure highest standard, guaranteed completion of the project in-time and to his complete satisfaction, while owning the whole building. The company will take a management cost for their efforts in constructing the building.
For whom is it Suitable?
TMS is suitable for those landowners’, who perhaps does not have enough time to supervise, for being employed or located elsewhere away from his project or he may not have the required experience/ expertise to build a quality home on his own. However, he may have or can generate required fund for financing the project. Also he wants to own the whole building without sharing any portion or apartment with the developer.
Financing by the Landowner
The financing will be made in phases on ‘as and when required’ basis. Most of the payments can be made by the landowner directly to the vendors (such as steel, cement or bricks companies) or through the developer company, as he desires. The company will prepare an estimation and time frame for the development, based on the architectural/ structural plans and the landowner’s specific choice of materials and equipment (if any) and provide it to him, so that he can get an idea or plan ahead as to how much fund will be necessary and when he need to generate it. The company will maintain detailed and up-to-date accounts of the expenditures made and provide it to the landowner, whenever he would like to know about that. The landowner may maintain his own accounts as well, to tally with the developer’s one.
How the Landowner is being Benefitted?
Had the landowner made the building on his own with his involvement and supervision, he would have to spend about 15 lacs taka for the management cost (which in TMS system the developer is providing). Also there would definitely be some additional expenses as collateral costs caused due to pilferage, wastage, misuse etc, which would not happen in TMS, because of the company’s constant and strict supervision, their experience/ expertise and a thorough knowledge about the procedure and associated situations. Therefore, whatever may be the TMS charge, the landowner is in fact getting the building made by experts, with the best quality, in-time and in a very negligible cost. The landowner may frequently visit or even employ/ keep his representative(s) at the project to remain content with the quality and standard of the construction as promised by the developer.
