If you recently had water damage to your home then the first thing to do is dry out everything. In a finished basement this can mean removing all or part of the walls. Floors are usually the first thing to go.
Next, add some fans and a de-humidifier to remove moisture from the air.
If your home has been flooded with sewage water then you must disinfect everything.
Spray de-mold solution which is simply vinegar and baking soda.
Document everything.

Looks like the worst is over in Quebec:

Quebec's Public Security Department says water levels are declining across the province, but the spring flood season is not yet over. The Outaouais region in western Quebec and the Laurentians region northwest of Montreal remain the most affected parts of the province.
