Addressing complex legacy wastewater sites requires specialized expertise, rigorous testing, and close regulatory coordination.

The Town of Holyrood has a decommissioned wastewater treatment plant (WWTP) that has been offline for approximately 10 years. To determine an appropriate path forward, the Town engaged a team of specialists to conduct a comprehensive site assessment, collect and sample the waste materials, and obtain third-party accredited laboratory results from the WWTP, oxidation ditch, holding tank, and clarifier.

Laboratory analysis of the collected samples identified elevated levels of leachable metals, ammonia, biochemical oxygen demand (BOD), phosphates, phenols, total petroleum hydrocarbons (TPH), and other contaminants. These concentrations exceeded the acceptable limits for septic waste acceptance and treatment at Newfoundland and Labrador’s only septic waste facility, owned by PARDY’S Waste Management.

Following consultation with the Government of Newfoundland and Labrador’s Department of Environment, Conservation and Climate Change, it was determined that PARDY’S could accept the water phase of the waste at its Mount Pearl Waste Management Facility for treatment and disposal in accordance with Certificate of Approval No. WMS-15-10-010.

This coordinated approach — combining specialized site assessment, accredited laboratory testing, regulatory consultation, and Pardy’s treatment capabilities — provides a responsible and compliant path forward for managing a complex legacy waste stream.
