📍Wrapping up the 2026 Association of Sanitation Agencies (CASA) Annual Conference in Napa

After several days of conversations at CASA, one message came through clearly: wastewater agencies are being asked to achieve more with the infrastructure and resources they already have.

Three themes stood out:

1️⃣ Financial resilience means getting more value from existing assets
With costs rising and rate increases becoming more difficult, agencies are looking to protect infrastructure, improve asset utilization, and invest in projects that can offset costs or create new value will be increasingly important.

2️⃣ Resource recovery is becoming a bigger part of the financial equation
California’s continued focus on organics diversion creates opportunities for wastewater agencies to increase biogas production, better utilize digestion capacity, and potentially offset energy costs or generate new revenue. Doing this successfully also means ensuring incoming feedstocks are properly conditioned so increased resource recovery does not create new operational challenges.

3️⃣ Energy resilience will require diversification
One of the most interesting discussions was around long-term energy planning. With uncertainty around future energy prices, regulations, incentives, and technologies, agencies are increasingly evaluating multiple pathways. Biogas, RNG, electrification, solar, energy efficiency, and other solutions can all play a role in reducing reliance on any single strategy.

Taken together, the conversations at CASA reinforced a broader view of resilience. The facilities best positioned for the future will be those that protect their infrastructure, maximize the value of existing assets, recover more from the resources they manage, and maintain flexibility as energy markets and regulations evolve.

We are proud to announce that CCI BioEnergy has been awarded the equipment supply contract for the expansion of the City of Toronto's Disco Road Organics Processing Facility.

Building on the preliminary and detailed design work currently being undertaken in collaboration with Arcadis, this next milestone advances the project from engineering into equipment procurement and implementation planning. The expanded facility will increase annual processing capacity from 75,000 to 125,000 tonnes per year, with peak capacity reaching 140,000 tonnes, further strengthening Toronto's organics diversion program.

As part of the project, CCI BioEnergy will supply a BTA® Waste Pulper, BTA® Grit Removal System, two anaerobic digester equipment packages, and associated process equipment that will form the core of the facility's organics pre-treatment and anaerobic digestion process. Together, these technologies remove contaminants from collected Green Bin material, maximize organic material recovery, and support efficient conversion into renewable biogas. In addition to equipment supply, CCI BioEnergy will provide installation support, on-site supervision, acceptance testing, training, and project documentation to support successful implementation.

The Disco Road expansion builds on more than two decades of organics processing experience at City of Toronto facilities utilizing the BTA® Process, reinforcing the long-term value of proven municipal organics processing infrastructure.

📍Wrapping up the Canadian Waste to Resource Conference 2026

Following two days of discussions at the Canadian Waste to Resource Conference, one message stood out clearly: maximizing diversion is no longer enough.

As municipalities face increasing pressure from rising disposal costs, transportation expenses, and growing concerns around long-term landfill capacity, the focus is shifting toward the quality and effectiveness of resource recovery systems, not simply the tonnes they process.

Many of the conversations throughout CWRC highlighted the need for solutions that:
✔ Maximize organics recovery from the waste stream
✔ Minimize residuals requiring landfill disposal
✔ Produce cleaner recoverable resources and digestate products
✔ Reduce trucking requirements and associated costs
✔ Extend available landfill capacity through higher diversion performance
✔ Deliver reliable long-term operational performance

The reality is that every tonne of recoverable organics sent to landfill represents lost renewable energy potential, lost resource recovery value, and additional pressure on already constrained disposal infrastructure.

As Ontario and other jurisdictions continue to evaluate the future of waste diversion and resource recovery, the importance of high-performance processing systems capable of achieving both high organics capture rates and clean residual streams will only continue to grow.

At CCI BioEnergy, we believe the most successful facilities will be those that maximize resource recovery while minimizing the volume of material ultimately requiring disposal, creating long-term value for municipalities, operators, and communities alike.

As municipalities, consultants, facility operators, and industry leaders gather at CWRC, one of the most important conversations taking place is how Ontario will respond to growing landfill capacity constraints and the need for long-term waste diversion solutions.

Throughout the conference, discussions are exploring strategies to improve diversion performance, maximize resource recovery, expand renewable energy production, and build more resilient waste management infrastructure for the future.
