Pressurized water Transmission pipelines are critical infrastructure for water network and urban water supply systems, while the water supply system composed of pumps, pipelines (networks), and valves constitutes core assets for water supply enterprises. The risk of pressure surges (water hammer) generated during valve operation or pump start/stop cycles can reach peak values several to dozens of times the normal operating pressure. Such surges pose a significant threat, potentially causing structural damage to water supply pipelines and representing a major operational safety hazard for pipeline networks. Industry data indicates that 70% to 80% of safety incidents in pressurized pipelines are attributed to water hammer.

Even with the installation of an acoustic fiber optic (AFO) monitoring system, it can only detect wire breaks "as they occur." For wires that are severely corroded but not yet broken, or for those that snap simultaneously under sudden pressure fluctuations (such as water hammer), the monitoring system often fails to provide effective early warning.

Chris Graham, an infrastructure official with the city, was also questioned about the previous incident involving the Bearspaw South Feeder Main and if, given the situation last year, the pipe had been monitored. He said the pipe was being monitored “continuously” and that the system was working normally when it failed. “There was no wire snaps or any evidence before the failure, but the system was being fully monitored,” he said.
