A heat pump doesn't create heat. It moves it. Most of the energy comes from the outside air, and electricity is mainly used to bring it to a usable temperature. The Toshiba Estia reaches a COP of up to 5.0 (A7/W35): up to 5 kWh of heat from 1 kWh of electricity.
Over a full winter, however, efficiency also depends on flow temperature, insulation and correct system sizing. That is why the seasonal SCOP (up to 4.8) is often the more meaningful figure.
