PR: What are the HRAD functions in comparison to other departments in ASER construction?

Ato Mesfin: HRAD monitors, controls, and responds to all activities within and outside the organization. They are responsible for hiring, assigning, promoting, and transferring employees, handling cases, and dealing with requests from government and private organizations.

HRAD ensures the safety of employees at work, provides necessary safety Wear, and manages office equipment and repairs, Handling travel arrangements for employees, Additionally, HRAD oversees legal matters such as lawsuits and ensures the timely resolution of issues.

PR: In what ways does the HR Department support the organization?

Ato Mesfin: Human resource management is essential for any organization, and the HRAD department plays a vital role in meeting recruitment demands by ensuring qualified professionals are hired for various positions. Additionally, the HR department:
• Identifies and hires skilled workers based on the needs of each department.
• managing salaries, benefits, and other compensation-related matters,
• conducting training based on needs assessments, including short-term and long-term programs for capacity building,
• Ensures a safe working environment with the necessary health and safety measures in place.
• providing services in the field of ICT and management information systems,
• managing day-to-day office operations and ensuring smooth functioning
• Manages office equipment and ensures prompt repairs.
• Provides 24 hours security and protection service for company assets.

PR: How are the HRAD plans being implemented this year?

Ato Mesfin: In the first half of 2017, we continued efforts to provide adequate human resources, offering training to help employees improve their skills and adapt to new technology, We focused on ensuring a safe working environment with proper health and safety equipment, The activities at the company's headquarters and project sites were made available to the public via our website.
We also ensured that legal issues were properly managed, and many challenges were resolved. Efforts were made to streamline the acquisition of construction materials and facilities. Construction permits, licenses, and equipment renewals were processed regularly.

By the end of the first six months of 2017, 78% of our planned activities had been achieved, and we will continue our efforts moving forward.

PR: What are the current challenges the company faces regarding human resources, and how is HRAD addressing them?

Ato Mesfin: The market faces challenges such as a shortage of skilled workers, inconsistent salary increases, and Bureaucratic obstacles to implementing issues.

To address these issues, we are focused on empowering our employees by promoting them in both their roles and positions whenever possible.

We are also collaborating with various training centers to enhance their skills. Considering the rising cost of living and economic uncertainty, we have made efforts to improve employees' financial situations by implementing wage increases within a short timeframe.
PR: How would you describe the work culture of the organization, and how does HR collaborate with other departments?

Ato Mesfin: The organization fosters a culture of equal opportunity, ensuring all qualified applicants are considered without discrimination.

The company maintains a culture of long working hours, emphasizing 24-hour availability. Employees are encouraged to support one another, creating a strong sense of belonging. Ongoing training helps employees improve their skills. The organization maintains close relationships with local communities and government bodies, engaging in development and charitable activities such as building schools, purchase and implement transformer for electricity, and renovating homes for the elderly, build parks e.t.c.

We embrace new technologies and practices to improve our operations and aim to achieve international competitiveness, following quality, Occupational health and safety and environment /ISO standards like 45001/9001/1400.

The maintenance department at ASER Construction PLC plays a vital role in the company's overall technical activities. Recently, we had the opportunity to interview Engineer Abayneh Chaka Manager, of the maintenance department of ASER construction. He shared insights into the department's achievements over the past year, as well as its plans, opportunities, and challenges for the future.

PR; What are the Primary Responsibilities of the maintenance department?

Eng. Abayneh, highlighted, At ASER Construction, each project site is equipped with various plants and construction equipment, requiring dedicated maintenance areas and at central garage. While each project has its own maintenance team, repairs beyond their capacity are handled at the central garage.
The garage plays a crucial role in conducting major maintenance work, especially when project teams are occupied with other tasks from minor repairs to heavy machinery maintenance, the central garage ensures that essential equipment remains operational.

PR; Can you tell us about the Contribution of the maintenance department to ASER Construction?

Eng. Abayneh explained, the maintenance department plays a vital role in ASER Construction’s success. Without proper maintenance and safety checks, construction activities would come to a halt. The maintenance team ensures all equipment functions efficiently.
Additionally, some equipment that is unavailable for rent is repaired and put back into service by the team, further supporting the company's operations.

PR: Are there any challenges within the maintenance department?

Eng. Abayneh highlighted that a primary challenge is the lack of skilled personnel in the repair sector, making it difficult to find experienced professionals. Additionally, the limited space at the central garage creates obstacles for conducting major repairs effectively. Tackling these issues, such as expanding the workspace and recruiting skilled labor, would greatly enhance the department's efficiency, and efforts are already underway to address them.
Another significant challenge is the shortage of spare parts. Even when parts are available, concerns over their quality can slow down the repair process. To resolve this, ASER Construction is actively working to source high-quality replacements from abroad, despite difficulties in obtaining foreign exchange.

PR: How would you assess the progress of the maintenance department in 2017?

According to Eng. Abayneh, one of the primary goals of maintenance management is to control the operational costs of a facility. This can be achieved by using a combination of maintenance strategies, such as predictive and preventive maintenance, to maximize the efficiency of each asset. Preventive maintenance plays a crucial role in cost control by minimizing unexpected breakdowns and expensive emergency repairs.
As a result, preventive measures are being implemented, and equipment damaged during operations is being repaired and re-deployed. At the moment, 12 to 13 of equipment are out of service due to either damage or a shortage of spare parts. However, once the replacements arrive in the next two to three months, the department plans to restore these machines to full operational capacity.

PR; How did your department Collaboration with Other Departments of ASER?

Eng. Abayneh explained that, the maintenance department works closely with other departments. Since maintenance teams at project sites coordinate with the central garage, the department functions as an integrated unit to keep all equipment and plants in working order.

The Kebena Riverside Development Project is moving forward steadily.

This project is a collaboration between ASER Construction and the Addis Ababa City Administration’s Urban Beautification and Green Area Bureau. The project is progressing as planned, with key goals including river conservation, environmental cleanliness, and the establishment of recreational areas for the community.

Phase 1 of the project, covering the area from the Italian Embassy to Bela Bridge, is nearing completion. The main contract work is 96% finished, while additional tasks have reached 61% completion.
Spanning 430 meters, this phase focuses on creating community-friendly spaces such as social interaction areas, multi-purpose recreational zones, shared gathering spaces, safe play areas for children, and pedestrian pathways. Most of these facilities have been built, with landscaping and aesthetic improvements currently underway.

With Phase 1 almost complete, preparations for Phase 2 are well underway. This next phase, extending from Bela Bridge to Kebena Roundabout, is currently 12% complete and will emphasize environmental protection and improved accessibility along the riverside.

The project is being developed with a focus on preserving the natural environment.

It currently employs 42 permanent and 330 temporary workers.

The Equipment Department serves as a crucial unit within ASER Construction Company. Led by Ato Ftaneges Ghebreyesus, the department consists of 14 employees and plays a vital role in the company’s operations. To gain insights into its functions, we conducted an interview with its head.

PR: What are the primary responsibilities of the Equipment Department?

Ato Ftaneges explained that the department is responsible for overseeing the condition and performance of the company’s machinery, vehicles, and auxiliary equipment. Its primary focus is on safety and efficiency, achieved through preventive maintenance, operator training, service monitoring, and necessary updates.
PR: How does the Equipment Department contribute to ASER Construction?

According to Ato Ftaneges, the department is integral to the company, supporting 70–80% of its operations. It manages all equipment, supplies materials, and works closely with the construction team by overseeing work performance, evaluating operators, and addressing resource shortages through rentals.
PR: How is the department progressing with its plans this year?
Ato Ftaneges stated that the department is following its work plan and making steady progress, dispute minor challenges such as rising rental costs, quality concerns, and delays in equipment supply. However, these issues are being effectively managed.
PR: How does the Equipment Department collaborate with other departments?

The Engineering Department at ASER Construction PLC plays a vital role in the company's overall management and operational activities. Recently, we had the opportunity to interview Engineer Asfaw Diribsa, Manager, of the Engineering Department of ASER construction. He shared insights into the department's achievements over the past year, as well as its plans, opportunities, and challenges for the future.

We asked, '' How did the 2016 budget year unfold? To what extent were the planned objectives accomplished? What opportunities and challenges arose in the workplace during that time?
According to engineer Asfaw,
''Despite joining the organization later in 2016, I reviewed the reports and assessed them, which allowed me to observe that the plans I had been implemented were effectively. The projects were being performed on schedule and with the expected quality,
'' What are your plans for 2017, and what goals do you aim to accomplish?''
'' In 2017 budget year we have planned to participate in four new bids with 50% success rate continue in providing economical price for products produced by ASER and following the progress and completion of ongoing projects with the contract requirement of respective contract and stakeholder’s requirements.'' he elaborated.
''How does the engineering department collaborate with other departments at ASER Construction?''
He said, ''Construction is primarily a team effort. Our department mainly collaborates with the construction team, while also engaging with other departments daily to work towards a shared goal.''

The construction Department of ASER Construction is doing a very good and reliable job.

The Construction Department plays a vital role in bringing clients requirement to life. Projects are led by the department. Among the main activities carried out by the department are: - Master work program preparation and communication, delivery of required resources to projects, supporting projects effective performance through regular site visits, reviewing weekly, monthly, quarterly and annual reports and send feedback for improvements. Identify gaps, cause of deviation from plan and facilitate for trainings etc.

It is the department’s responsibility to ensures that all tasks are completed on time, within budget, and according to the client’s requirement agreed on the contract.

We recently had the opportunity to speak with Mr. Goitom W/Gabriel, the head of the Construction Department, who shared insights into the department's performance over the past year, as well as future plans, opportunities, and challenges.

According to Mr. Goitom:

“ASER Construction has quickly earned a strong reputation and credibility. As the company grows, so will the Construction Department. Last year, our schedule performance was 81% from original plan and 90% from the revised one. Our cost performance was 92.5%. During this time, we successfully completed two major projects—the Bole Michael ring Road and overpass and Asita-Afambo-Djibouty boarder Road construction projects. Additionally, the Corridor Development Project provided unique experiences and presented some challenges. Despite these, we managed to achieve positive outcomes.”

When asked about the plans for the current year, he explained:
“By the end of 2017 e.c , we aim to substantially complete several ongoing projects, including the Entoto Mariam–Kotebe Road project, Bole Homes Road project, Convention Center corridors development, and Kebena Riverside projects. We also plan to address any new contracts that come up during the year.”

Regarding challenges, Mr. Goitom mentioned:

“The main challenge we face is the scarcity of local materials from quarry sites including quality crushed sand for Asphalt concrete. Purchasing crushed sand, leasing new quarry sites and deploying more stone crusher to satisfy our requirement.”

He added that having detailed work program including identified risks and mitigation plan, the department remains committed to satisfy all stake holders by delivering the required outcomes.

ASER construction is the Contractor of this particular river side project a total length of 1.2kilometers.
Phase 1 covers 430 meters and is focused on the development of various community facilities, including the Spaces designed for Social Interaction, multi-purpose area for Recreational Activities, A shared Space for Gathering Communities, Safe Play Area for Children and Pathways for pedestrians …etc.
while Phase 2 addresses river -side protection and infrastructure enhancements.
The majority of the community facility have been constructed with landscaping and aesthetic improvement underway.
The project is progressing well with phase I nearing completion and significant groundwork laid for phase II. The focus on community facility in phase I has been largely successful, while phase II aims to enhance environmental protection and accessibility along the riverside.
It is being built in a way that preserves the natural content. The project has 15 Permanent 135 Temporary employees.

ASER Construction Has Been Awarded for the Highest Honor Industry Awards at the Abyssinian Awards.

The second industry award of the Abyssinia Awards held on July 21/2024 at Inter luxury Hotel Addis, His excellency Dr. Mulatu Teshome former President of Ethiopia and Governor of Abyssinia Award and guest of honor of the day, was appointed to the program.
ASER Construction has been awarded as a candidate for the highest honor industry award and has been awarded the highest trophy, various medals of honor and diplomas of honor.
Thirteen employees of ASER Construction, middle level and higher-level managers those selected by the company in different department won the award and was able to lift the honor trophy through Engineer Michael Abrha Deputy General Manager of ASER construction.
It was held in a colorful atmosphere with the presence of various ministries and senior government officials.

Entoto Mariam Space Observatory to Kotebe Asphalt Road Project, the Asphalt paving work is being done

Entoto Mariam – Space Observatory – Kotebe Asphalt Road Project is one of the biggest road constructions work that ASER Construction Plc. has been working on, this project is the main road corridor and it is part of the CHAKA project.
The project consists of approximately 18.8 kms road and it start from Entoto Mariam Church and pass-through space observatory and End at Kotebe Junction. Currently, the total to date Construction status is at 20%.
Major Physically completed works are: -
• Subbase, curbstone and asphalt paving work has completed up to kilometer Five (5).
• the Contractor has completed sixteen crossing pipes
• 1.2 Km length of the retaining wall has completed and
• the pipe laying work is executed up to kilometer 11 on both sides
In order to provide the required materials ASER CONSTRUCTION has installed three crusher plant, one concrete batching plant and one Asphalt plant around the project area for timely completion of the project.
When this road project is completed, it enhances the smooth traffic flow through; Sululta Sub-city, Mana Abichu Sub-city and Aka Taffo Sub-city of newly formed Shaggar City of Oromia Reginal State with the Capital city.
Besides, it is also improving the ease of traffic flow of the capital because cross-country heavy Truck vehicles will have the option to drive directly from the Gojam Line to the Debre Barhan exit and vice versa, without entering the capital.
This road work project has a total of 748 permanent and temporary employees to facilitate the ex*****on of works.
