The GBIS scheme serves as a complement to the Energy Company Obligation (ECO4) program but, unlike ECO4’s comprehensive ‘whole house’ strategy, it primarily focuses on providing individual insulation measures.

In addition to assisting low-income and vulnerable households, the scheme is open to residents of homes with an Energy Performance Certificate rating from D to G, as well as those within Council Tax bands A to D in England and A to E in Scotland and Wales.

Under this scheme, medium and large energy companies are required to implement measures that help reduce energy consumption. Launched in April 2023, the program will run until April 2026.

Alternative Ways to Qualify for ECO4 & GBIS Funding

If your household does not meet the standard criteria for ECO4 & GBIS, you may still qualify for funding through the Local Authority Flex option.

Local Authority Flex Option

Local authorities can nominate homes for ECO4 & GBIS funding based on certain criteria, often focusing on low household income and properties with an EPC rating of D, E, F, or G. For example, households with a total income below £31,000 may qualify under this scheme.

Each local authority sets its own criteria and process for Flex funding, so we encourage you to get in touch with industry experts or our team, who can help guide you through the process.

The Great British Insulation Scheme (GBIS)

What is the GBIS?

The GBIS is a scheme funded by medium and large energy suppliers, with Ofgem overseeing its administration. Unlike the ECO scheme, which addresses several efficiency measures, GBIS focuses specifically on single insulation measures, such as loft or cavity wall insulation, to make applying quick and straightforward.

Who is Eligible?

This scheme is targeted at low-income and vulnerable households, as well as homes with an Energy Performance Certificate (EPC) rating of D-G and within Council Tax bands A-D in England or A-E in Scotland and Wales. This broad eligibility means that more households than ever may be able to benefit from GBIS support.

Benefits of GBIS Insulation

GBIS-funded insulation could be offered free of charge or with a contribution, depending on the specific measures and any home requirements. By helping prevent heat loss, insulation can keep your home warmer in winter and cooler in summer, potentially saving you around £300 to £400 a year on bills. Additionally, this is a positive step towards reducing greenhouse gas emissions and supporting the UK’s net zero targets.
