Last Friday, the ๐๐ป๐๐ฒ๐ฟ๐ป๐ฎ๐๐ถ๐ผ๐ป๐ฎ๐น ๐ ๐ฎ๐ฟ๐ถ๐๐ถ๐บ๐ฒ ๐ข๐ฟ๐ด๐ฎ๐ป๐ถ๐๐ฎ๐๐ถ๐ผ๐ป (๐๐ ๐ข) concluded by a majority of Member Statesโ decision to postpone the formal adoption of the Net Zero Framework, a measure including a Global Fuel Standard and a pricing mechanism.
The decision? ๐ง๐ต๐ฒ ๐๐ ๐ข ๐ต๐ฎ๐ ๐ฐ๐ต๐ผ๐๐ฒ๐ป ๐๐ผ ๐ฑ๐ฒ๐น๐ฎ๐ ๐ฑ๐ถ๐๐ฐ๐๐๐๐ถ๐ผ๐ป๐ ๐ฎ๐ป๐ฑ ๐๐ผ๐๐ถ๐ป๐ด ๐ผ๐ป ๐๐ต๐ฒ๐๐ฒ ๐บ๐ฒ๐ฎ๐๐๐ฟ๐ฒ๐ ๐ฏ๐ ๐ผ๐ป๐ฒ ๐๐ฒ๐ฎ๐ฟ.

The formal decision-making process will resume next year. The roadmap toward a global framework continues, but it has become much more difficult and uncertain. The Net Zero Frameworkโs timelines, such as the date of entry into force, will have to be pushed back.

This is not a withdrawal from the IMOโs net-zero targets. As such, the 2023 IMO GHG Strategy still stands. The Net Zero Framework has not been rejected but postponed. IMO will now work to address concerns and create unity among Member States. The commitment to decarbonization at a global level remains firm among many stakeholders, including ship owners and Member States.

Existing regulations, such as FuelEU Maritime, EU ETS and other regional schemes, continue to drive the energy transition. These frameworks already incentivize cleaner alternatives and will continue to shape the market ahead.

Having said that, we can utilise this extra time that is given to refine our approaches and accelerate innovation both from the side of the bunker industry but also from the side of shipowners, as we do retain the belief that the future of shipping remains green, and those who act now will shape it."
