香港特區政府低空經濟監管沙盒 X | 無人機起飛可靠指數 DTORI 成為香港無人機光影秀官方安全標準

隨著香港特別行政區政府正式推出具里程碑意義的「低空經濟監管沙盒 X」，本港低空經濟在完善的法規治理與政策扶持下，正式步入合規化與規模化發展的新階段。

作為此項關鍵政府政策的官方指定推動企業之一，X Social Group 與業界於2025年9月率先研發並推出「無人機起飛可靠性指數」簡稱 DTORI）。目前，該指數已正式被確立為香港舉辦無人機光影秀的官方安全准入與先決標準。

跨境產業協同，打造安全信任體系:
DTORI 作為一個高標準的「無人機表演安全信任架構」，由「中港低空經濟業界聯盟」所組成的專案委員會共同推進。該聯盟匯聚了兩地頂尖的行業專家與技術龍頭，確保標準具備高度的科學性與實操性。

立足香港監管，引領全球低空安全標準:
在特區政府「監管沙盒 X」的框架培育下，DTORI 不僅服務於本地市場，長遠目標更旨在向國際輸出「香港經驗」，發展成為全球低空經濟治理與空域安全管理的行業基準。

展望未來：賦能商業與文旅高質量發展
隨著 DTORI 委員會成員全力推進沙盒試點，並將該指數轉化為通用的行業安全規範，香港正向全球投資者、技術合作夥伴及大型活動主辦方展示其堅實的空域監管效能與日趨成熟的產業基礎設施。

此舉不僅大幅提升了公眾對低空經濟應用的信心，更為未來「低空+商業」及「低空+文旅」的多維度產業融合與高質量發展，奠定了不可或缺的安全基石。

✈️ Worlds First ! Hong Kong Launches "Drone Take-off Reliability Index" to Tackle Low-Altitude Economy Regulatory Challenges ✈️🏙️

Today, we officially launched the world’s inaugural Drone Take-off Reliability Index (DTORI) at China Merchants Wharf. It was an honour to convene this groundbreaking initiative that will transform urban drone operations, tackling the core challenge of reliability head-on and building vital trust for our industry’s future.

This isn’t just about technology; it’s about building a safer, more efficient, and trustworthy ecosystem for everyone. The DTORI represents a giant leap forward with four key breakthroughs:

1️⃣ A Cutting-Edge Tech Model: Integrating multi-dimensional “satellite, aerial, ground, drone, and regulatory” data for cm-precision risk assessment.
2️⃣ Empowering Industry: Launching an international certification system to provide authoritative safety benchmarks for operators, manufacturers, and insurers.
3️⃣ Creating Social Good: Accelerating the adoption of life-saving and efficiency-boosting drone applications in emergencies and logistics.
4️⃣ Setting Global Standards: Leading the development of the “Greater Bay Area Drone Operation Safety Assessment Standard Framework” to give the world a safe, reliable, and efficient “Hong Kong Solution”. 🌍
