At Community Power, we care about every customer. Some people may need extra support. That is why we have Special Services and Priority Services Registers. If you or someone in your household qualifies, we will make sure you get the help and protection you need. Our Code of Practice on Vulnerable Customers outlines the services and protections we provide.

What is a Vulnerable Customer?

Under energy regulator (CRU) guidelines, you may be considered a vulnerable customer if:

You depend on electrical equipment for medical or independent living needs, or
You could be at risk if your power were disconnected during the winter months (Nov–Mar) due to age or health reasons.
Special Services Register

The Special Services Register protects customers who may be especially at-risk during winter. If you are on this register, you cannot be disconnected for non-payment between 1st November and 31st March.

You may qualify if you:

Are aged 66 or over and live alone, with minors, or with others aged 66+
Are Deaf or Hard of Hearing
Are Blind or Partially Sighted
Have mobility difficulties
Have speech or language difficulties
Have learning difficulties
Experience mental health issues
Have dexterity difficulties


Priority Services Register

The Priority Services Register is for customers who are critically dependent on electricity-powered equipment, such as:

Life-saving medical devices
Assistive technologies that support independent living
Other essential medical equipment
If your household depends on this type of equipment, it is especially important to register so we can make sure you have priority support from ESBN.

How to Register ?

Complete an online registration form at www.CommunityPower.ie under our FAQ Section.

Alternatively, you can request a registration form via email to [email protected] or call us at 067-56005. We can send a form via email or post for you to complete, sign, and return it to us (by email or post).
Provide evidence if requested (such as medical documentation or ID).

Once registered, we will add you to the appropriate register and share your details with ESB Networks to ensure full protection.

Energy Communities Are Powering
the Green Transition Across Europe

From Bulgaria to Ireland, local citizens, businesses, and municipalities are coming together to take control of their energy future. Six European countries—Austria, Bulgaria, Germany, Ireland, Slovenia, and Spain—each representing different stages of legislative readiness and community engagement.

Across Europe, a quiet revolution is taking place. Citizens are joining forces to create energy communities—initiatives where locals collectively produce, share, and manage renewable energy. These grassroots movements are not only empowering people but also accelerating Europe’s green transition.

The EU-funded LIFE project POWER E COM is at the forefront of this change, supporting six diverse pilot regions to develop, test, and scale up community-led renewable energy solutions. These initiatives show how collaboration, innovation, and local leadership can build a cleaner, fairer energy future.

Energy Sharing in Upper Austria

In 2021 the Energy Regulator in Austria adopted a framework for the establishment of Renewable Energy Communities (REC's)and Citizen Energy Communities (CEC's) The effect of adopting this legislation has resulted in Energy Communities combining both generation and consumption in a local and regional context.

In upper Austria there are now over 300 renewable energy communities generating electricity locally and supplying electricity locally.

Unlike Ireland which has one Distribution System Operator (DSO) namely ESB Networks, Northern Austria has 20 different DSOs. This has resulted in innovation, competition, and collaboration by DSO's with local energy communities. DSO's have set up software infrastructure and an accessible portal which allows energy sharing at a local level. The basic design principle is that any dwelling, (residence, business, school, community building etc.) that is connected to the same electricity substation can potentially share and/or trade electricity.

Member based REC's have been established and these organisations can produce, share, store and sell renewable electricity locally without the need for an electricity retailer. The knock-on effect of this initiative has resulted in a boom in PV installations (29,000 in Upper Austria since 2023) and a national support programme has been established to facilitate and encourage innovative REC's. A wonderful example of what's possible when communities are empowered

Power-E-Com ➡️ Empowering Communities and Wind Energy in Ireland!
Meet Templederry's inspiring community owned wind farm! What started as a local parish plan in 1999 has grown into a fully operational Community wind energy project.

Despite early challenges, a dedicated group launched a wind energy initiative with 2.3MW turbines, proving the power of community driven renewable energy.
