NOIDA: The Noida Authority has invited public suggestions and objections for amendments in its building bylaws allowing development over 500 metres on either side of existing and proposed Metro corridors. A final decision will be taken by the end of the month after public hearings.

Easing of coverage and height restrictions that will allow building properties with enhanced floor area ratio (FAR) of 0.5% was proposed in a joint board meeting of the three development Authorities of Noida, Greater Noida and Yamuna Expressway areas last month. Chairman and CEO Rama Raman said the 500m zone is aimed at carving out a mix of residential, commercial and public utilities along the Metro corridor.

“The amendment will be applicable to all categories of land use. The 0.5% FAR will be purchasable and our exiting formula for buying it will be applicable. Proceeds from the sale of additional FAR would be used to strengthen the resources of the Metro system,” Raman said.

Though the Authority is pitching hard for maximizing the land use pattern, organizing open houses to garner peoples’ support is also part of their agenda. “Suggestions and views can be given in writing to the chief architect planner’s office or by appearing personally between 9.30am and 6pm on working days at our office. Once the process is complete, the plan would be finally reviewed and implemented. We have already sent the proposal to the state government for approval,” Rama Raman said.

The Authority’s aim is to increase population density along the Metro corridors and bring passengers within walking distance of stations. “We are encouraging mixed land use and higher floor area ratios along the Metro corridors to enhance economic activity. Through the proceeds we plan to mobilize resources to fund the future phases of the Metro besides funding the proposed special purpose vehicle (SPV) between Noida and Greater Noida – Noida Metro Rail Company – set up for constructing the proposed Metro corridors,” Raman added.

The proposed increase in the FAR is also expected to boost realty rates in both townships. Planning around transit lines is linked to economic development because of the scope to increase real estate value, increase tax revenues and generate jobs. Residential development around the Metro, especially if it is a part of a mixed land use strategy, is potential especially for developing cities like Greater Noida and Yamuna Expressway areas, the CEO said

Home prices in India highly inflated: HDFC chief

Home prices in India are highly inflated, according to Deepak Parekh, chairman of the country’s largest housing finance company, HDFC.

"At the cost of perhaps now sounding like a broken record, I continue to hold the stance that increasing supply is the only way home prices can come down in India. Even in tier-II and tier-III cities, home prices are inflated," Parekh said.

Parekh urged home buyers to be cautious of 'too-good-to-be-true' offers from the property developers and warned them against schemes where builders claim of paying interest on the borrowers' loans.

Parekh also asked financing companies to stay away from innovative and aggressive loans, including teaser rates where the interest rates rise gradually and lending money to developers at the same rate as being offered on individual home loans.

Parekh, however, lauded the role of a new breed of entrepreneurs and first-time developers who have ventured into the affordable housing space.

"Such projects may be few and far between, but the trend is encouraging because this is where the real demand lies. Hopefully, the more established and larger developers will take a cue and focus on the affordable housing segment, rather than high-end luxury homes that they currently cater to," he said.
