💡 柔佛农业地转换工业用途——重要最新资讯

最近,我亲自前往一所地方政府部门,为客户核实农业地转换工业用途的申请程序。

我所了解到的资讯,是每一位有意在柔佛购买农业地的买家都必须知道的。

程序已改变。

多年前开始,地方政府已不再就农业地能否转换为轻工业或中工业用途提供建议。
❌ 旧程序: 向地方政府咨询 → 获取转换类别建议
✅ 新程序: 先向DOE咨询 → 再进行转换申请

🌿 目前正确的程序如下:

1️⃣ 首先确定您的拟定用途
您打算经营什么行业或业务?工厂?仓库?食品加工?制造业?

2️⃣ 向环境局(DOE / Jabatan Alam Sekitar)提交申请
提交地段位置及您的拟定工业用途,由DOE进行评估

3️⃣ 等待DOE的建议
DOE将评估您拟定业务的环境影响,并建议以下其中一项:
✅ 批准 / ⚠️ 有条件批准 / ❌ 不批准

4️⃣ 根据DOE批准,进行正式地契转换
获得DOE批准后,才可正式申请将农业地契转换为工业地契

⚠️ 为何这对您至关重要?
如果您正在购买城市规划中列为工业用途的农业地皮——请勿以为您可以自动将其转换为任何类别的工业用途。获批的工业类别,取决于DOE对您在该特定地段上具体拟定用途的环境评估结果。

举例说明:食品加工厂与化工厂同属"工业"用途——但两者对环境的影响截然不同,DOE的评估结果也会大相径庭。

💡 我对所有买家的建议:
在签署任何买卖协议或支付农业地(工业规划)订金之前——请先咨询DOE。 初步咨询完全免费,却可能为您避免一个代价极为昂贵的错误。

我之所以分享这些资讯,是因为在从事柔佛工业地产行业的23年里,我见过太多买家因对地契转换作出错误假设而蒙受重大损失。

💡 Important Update for Anyone Buying Agricultural Land Zoned for Industry in Johor

I recently visited a local authority personally to verify the land conversion process for one of my clients. What I found out is something every land buyer in Johor must know.

The process has changed.
Since many years ago, the local authority no longer advises landowners on whether their agricultural land can be converted to Light or Medium Industrial use.
❌ Old process: Ask local authority → get advice on conversion category
✅ New process: Ask DOE first → then proceed with conversion

🌿 The correct process now is:

1️⃣ Decide your intended use first
What industry or operation do you plan to run? Factory? Warehouse? Food processing? Manufacturing?

2️⃣ Approach DOE (Jabatan Alam Sekitar / Department of Environment)
Submit your intended land location and planned industrial activity to DOE for their assessment

3️⃣ Wait for DOE advice
DOE will assess the environmental impact of your intended operation and advise whether it is approved, conditional or not permitted

4️⃣ Proceed with title conversion
Based on DOE's approval, you can then proceed with the formal title conversion from Agricultural to Industrial

⚠️ Why does this matter?
If you are buying agricultural land that is zoned for industry — do NOT assume you can automatically convert it to any category of industrial use you want. The type of industry permitted depends on DOE's environmental assessment of your specific intended use on that specific piece of land.
For example: A food processing plant and a chemical factory are both "industrial" — but they have very different environmental impacts and will be assessed very differently by DOE.

💡 My advice to all buyers:
Before signing any Sale and Purchase Agreement or paying earnest deposit for agricultural land zoned for industry — consult DOE first. It costs nothing to enquire and could save you from a very expensive mistake.

I share this because in 23 years as a Registered Estate Agent specialising in Johor industrial land, I have seen buyers make costly assumptions about land conversion. My job is not just to sell land — it is to make sure my clients make informed decisions.
