Engr. (Dr.) Johnson Alabi, the Special Adviser to the Governor of Ondo State on Power, delivered a comprehensive technical presentation during the Annual General Meeting (AGM) of the Institute of Electrical and Electronic Engineers (IEEE), Akure Chapter. His discourse centered on the activities, impacts, and achievements of the Ondo State Power Company (OSPC), highlighting the state's progressive strides in the energy sector.

Key Highlights from the Presentation:

1. Regulatory Independence and Legislative Framework:
Ondo State distinguished itself as the first in Nigeria to enact the State Electricity Power Sector Law in December 2020. This pioneering legislation has been instrumental in steering the state towards regulatory autonomy and facilitating substantial reforms within its power sector.

2. Transition of Regulatory Oversight:
In a landmark development, the Nigerian Electricity Regulatory Commission (NERC) transferred full regulatory authority to Ondo State on October 22, 2024. This transition empowers the state to oversee its electricity market, ensuring tailored solutions to local energy challenges.

3. O’Datiwa Metering Programme:
The OSPC launched the O’Datiwa Metering Programme, a flagship initiative aimed at eliminating estimated billing and addressing metering gaps. Within four months, over 7,000 smart meters (including 4G and 5G models) were installed, with an ambitious target of 60,000 installations by the end of 2025. These meters are provided at subsidized rates, with costs recoverable through future vending.

4. Collaborations and Partnerships:
Engr. Alabi emphasized the importance of strategic collaborations to enhance electricity service delivery. Notably, the OSPC engaged with the Benin Electricity Distribution Company (BEDC) to address challenges associated with the O’Datiwa meters, ensuring improved customer satisfaction and fair billing practices.

Furthermore, the Ondo State Electricity Regulatory Bureau (OSERB) partnered with the Nigerian Electricity Management Services Agency (NEMSA) to enforce electrical standards and safety regulations across the state.

5. Formation of the Government Electricity Committee:
To promote efficient and sustainable electricity usage within government infrastructure, a new Government Electricity Committee was established. This committee is tasked with overseeing electricity consumption in government buildings and residences, ensuring fair distribution of electricity costs, and advocating for sustainable practices.

6. Independent Power Plants (IPPs) Licensing:
The state has licensed three Independent Power Plants (IPPs) with a combined capacity of approximately 100MW. These plants are expected to commence operations within the next six months, significantly boosting the state's power supply and reliability.

Impact and Achievements:
Engr. Alabi underscored the tangible benefits arising from these initiatives:

Enhanced Energy Access: The strategic programs have led to improved electricity access for residents, fostering economic growth and improved quality of life.

Reduction in Estimated Billing: The O’Datiwa Metering Programme has substantially decreased reliance on estimated billing, ensuring consumers are billed accurately based on actual consumption.

Regulatory Efficiency: With the transfer of regulatory oversight, Ondo State can now implement policies and regulations tailored to its unique energy landscape, promoting efficiency and responsiveness.

Engr. Alabi reiterated the commitment of the Ondo State Government and the OSPC to continue driving innovations and reforms in the power sector. He called upon all stakeholders, including members of the IEEE Akure Chapter, to collaborate and contribute their expertise towards achieving a sustainable and robust energy future for Ondo State.

In conclusion, the Special Adviser on Power appreciated the Elders, Fellows, members and the Chairman of NIEEE, Akure Chapter, Engr. Adedokun Adeyemi Adeyonu for the opportunity to be the Speaker at this year AGM. He equally promised to support the Institute in promoting professionalism and strengthening mutual relationship with the government of Ondo state which will ultimately enhance sustainable and efficient energy management for an improved socio economic growth of the people and the state.

ON THE OCCASION OF WORLD ENGINEERING DAY ON 4TH MARCH, 2025.

Revered Fellows, Esteemed Colleagues, Distinguished Guests, Ladies, and Gentlemen,

It is with great pleasure and a deep sense of responsibility that I welcome you all to this year’s World Engineering Day for Sustainable Development. This global event, celebrated every 4th of March, reminds us of the pivotal role engineers play in shaping a better world through innovation, sustainability, and technological advancements.

Engineering is the backbone of modern civilization. As professionals in electrical and electronic engineering, we are at the forefront of designing and implementing solutions that power industries, improve communication, enhance security, and drive economic growth. From renewable energy to smart grids, from artificial intelligence to the Internet of Things (IoT), our contributions are transforming societies and improving lives.

In Nigeria, our challenges—ranging from inadequate power supply to digital infrastructure gaps—demand our ingenuity and commitment. We must continue to advocate for policies that support sustainable energy, encourage local content in engineering projects, and promote research and development.

The theme of this year’s World Engineering Day reminds us of the need to adopt sustainable engineering practices. Climate change, environmental degradation, and energy crises require urgent attention, and as engineers, we must integrate green technologies into our projects.
