No Scouting, No IPM, No Success
Inasmuch as you need informational guide ( be it crop guide, spraying guide or fertilization guide). You still need to scout and monitor your crop plants. Scouting and monitoring are the foundation of IPM. Scouting is critical to early detection of a problem.
The outcome of your scouting will enable you to develop early, an adaptive local solutions and strategies for your crop plants or farm instead of sticking to a rigid protocol which may eventually fail not because they are not potent but the timing, ingredient and the target are not in alignment.
Scouting is best done by an experienced professional in the field of practice who can observe, detect and interprete as well as proffer immediate solutions. The scouting team or individual could be resident in the farm or outside the farm. Scouting could be done weekly, bi-weekly or monthly depending on crop plants or farm generally.
