How Familiar Are Filipino Architects With Project Delivery Methods?
And Does It Matter for Global Competence?

Let’s start with the basics.
Project delivery methods refer to how a project is structured from design to construction—legally, contractually, and operationally.
The most widely recognized include:
• Design–Bid–Build (DBB) – design is completed, then competitively bid, then constructed
• Design–Build (DB) – one entity is contractually responsible for both design and construction
• Construction Management (CM / CM-at-Risk) – a construction manager is engaged early for cost, scheduling, and buildability
• Integrated Project Delivery (IPD) – a collaborative model with shared risk/reward (more common internationally than locally)
These are not just “methods.”
They define:
• Contractual relationships
• Allocation of risk and liability
• Timing of stakeholder involvement
• Decision-making structure

So… how familiar are we locally?
In Philippine practice, Design–Bid–Build remains the most prevalent delivery method, particularly in:
• Residential projects
• Small to medium private developments
• Many conventional consultant-led projects

This aligns with how professional services are traditionally structured under existing regulatory and procurement norms.
As a result, many architects’ early and mid-career experience is largely shaped by DBB workflows.

What about other delivery methods in the Philippines?
They are present—but exposure varies depending on project type and scale.

1️⃣ Design–Build (widely used, especially in fast-track projects):
• Common in commercial fit-outs, developer-led projects, and public sector procurement (including PPP variants)
• Often contractor-led, with architects engaged as part of the delivery team
• Sometimes misunderstood as a “combined service,” when in fact it is a contractual/project structure

2️⃣ Construction Management (select large-scale developments):
• Used by major developers and complex projects (e.g., mixed-use, hospitality)
• Involves early cost planning, scheduling, and coordination input
• Requires architects to engage more actively in interdisciplinary coordination earlier in the process

3️⃣ Integrated / collaborative delivery (limited but emerging):
• Seen in projects involving international consultants, global brands, or complex technical requirements
• Typically supported by advanced coordination processes (e.g., BIM-enabled workflows)
• Not yet widespread as a formal contractual model in the Philippine setting

Why does this matter?
Because globally, architecture is practiced across multiple delivery systems—not just one.

For example:
• In the US and parts of Asia, Design–Build and CM-at-Risk are widely used in both public and private sectors
• Many international projects require early contractor involvement, affecting design decisions from the outset
• Collaborative delivery models demand shared decision-making, not purely consultant-led workflows

An architect trained only within one delivery context may be competent in design—
…but may need adjustment when operating in different project structures.

The real implication
Without a clear understanding of project delivery:
• Roles may be misinterpreted
• Scope and responsibility may become unclear
• Coordination becomes less proactive

And importantly:
Design decisions may not fully account for how projects are procured and built.

Global competence is not just design excellence
International competency frameworks (NCARB, RIBA, AIA) consistently include:
✅️ Project delivery methods
✅️ Contracts and procurement
✅️ Risk and liability management
as core areas of professional competence.
Because in practice:
Architecture exists within a system—not outside it.

Final thought
The question is not whether Filipino architects can design.
Many clearly can.
The more relevant question for global practice is:
“Do we understand the systems that deliver our design?”
Because that is what ultimately defines
how effectively we can operate—locally and internationally.
