NEWS UPDATE | PNP WILL PROVIDE ASSISTANCE IN SOME ALECO OPERATIONS

LEGAZPI CITY, ALBAY โ€” The Albay Police Provincial Office (APPO) has committed to assist the Albay Electric Cooperative, Inc. (ALECO) in several field operations, including its campaign against electricity pilferage, traffic management, and security during power line vegetation clearing activities.

In a statement, ALECO Head of Operations Engr. Mark Lucilo, together with members of the League of Municipalities of the Philippines (LMP)โ€“Albay Chapter, sought the assistance of the Philippine National Police (PNP) in ensuring the smooth and safe implementation of the cooperativeโ€™s operations.

Among the activities identified were anti-pilferage operations against illegal electricity connections, traffic management during line maintenance and vegetation clearing, and other field activities requiring police assistance.

Albay Police Provincial Office Director Police Colonel Noel Nuรฑez committed to extend assistance through the respective police stations in municipalities across the province.

The PNP was among the agencies invited to the LMPโ€“Albay Chapter meeting, which was convened to discuss measures to address the recurring power interruptions affecting consumers in Albay.

The meeting also highlighted the need for stronger coordination among local government units, ALECO, and other concerned agencies to help improve power service reliability and minimize disruptions.

The planned police assistance is expected to support ALECOโ€™s field personnel in carrying out maintenance activities, enforcing applicable laws against electricity pilferage, and maintaining public safety during operations.

However, residents continue to look forward to concrete improvements in electricity service as stakeholders work together to address the provinceโ€™s persistent brownout problem.

Wednesday, 07 October 2026, NEA Administrator Antonio Mariano Almeda sat down with members of the Bicol Electric Cooperatives Association (BECA) headed by the BECA President, concurrently serving as General Manager of CASURECO IV and CASURECO III, Renato Z. San Jose at the CASURECO II office in Naga City. He came with Acting Deputy Administrator for Technical Services Engr. Wilfredo Bucsit, Technical Consultant Professor Rowaldo "Wali" Del Mundo, and TEREDD Manager Engr. Raymond Napilot.

It was an open and productive exchange. The ECs were able to lay their most pressing concerns directly on the table, and Administrator Almeda responded with concrete assurances and commitments. Professor Del Mundo also reminded the group to stay proactive and make excellent service our standard.

Also present at the meeting were Engr. Edwin Garcia, General Manager of SORECO I, Isabelo Barabicho, Board President of SORECO I; Engr. Josef Erwin Tabuena, General Manager of SORECO II, together with Board President Joy Solano; Ricardo P. Largo, General Manager of TISELCO; Pepito Lozano, Board President of TISELCO, Engr. Elmor Sese, AGM of MASELCO; Edna Valerio of CASURECO I; Deputy Administrator Engr. Edgardo Piamonte, Acting General Manager of CASURECO II, Maria Luisa Rosin, Board President of CASURECO II; and Zandro Gestiada of CANORECO, and Bartolome Nieva, Board President of CANORECO and Agnes C. Begino, Board President of CASURECO IV.

Acuesta, CPA ang 50% na bayad para sa Barangay Power Association (BAPA) arrears ng 12 barangay sa Rapu-Rapu na nagkakahalagang P1.6M sa tulong ni 2nd District Congressman Caloy A. Loria.

Matatandaan na ang pagkawala ng kuryente sa mga nasabing lugar ay dulot ng nasirang distribution transformer sa Barangays Buenavista at Binosawan, na nagbunga ng unbalanced loading condition sa National Power Corporation (NPC).

Upang mapalitan ang busted na transformer at maibalik ang kuryente, kailangang dumaan ng apektadong BAPA sa accountability clearance at bayaran ang mga pagkakautang.

Ang inisyatibong ito ay naglalayong maihatid muli ang maaasahang serbisyo ng kuryente na magdadala ng kaunlaran, seguridad, at kaginhawaan sa bawat pamilya sa Rapu-rapu.

๐‹๐Ž๐Ž๐Š | Representatives of the Albay Electric Cooperative, Inc. (ALECO) attended the meeting called upon by the League of Municipalities of the Philippines - Albay Chapter on October 7, 2026 to discuss concerns related to the frequent power interruptions in experienced in different municipalities, especially the ones experienced in Daraga, Camalig and municipalities in the 3rd District of Albay.

During the meeting, ALECO reiterated that the series of interruptions are necessary to facilitate ongoing system improvement, maintenance, upgrading and rehabilitation projects of the cooperative. Among the majpr projects being undertaken are the installation of the 1x20 MVA Cullat Substation which is targeted to enhance system reliability, improved voltage regulation and support the growing power demand in the municipalities of Daraga and Camalig, the upgrading of the Ligao Substation from 20MVA to 40MVA located in Brgy. Dunao, Ligao City, to increase its capacity and improve power supply stability in the 3rd District of Albay and Line Enhancement and Improvement of Distribution Lines from Guinobatan to Jovellar and other projects in the different municipalities.

As these infrastructure improvements involve construction, installation, rehabilitation and upgrading of electrical facilities, it requires the temporary de-energization of portions of the distribution system to ensure the safety of personnel and the public while the necessary works are being undertaken.

Once these projects are completed, an improved and more reliable power supply in the province will be attained.

๐‹๐Ž๐Ž๐Š | The Albay Electric Cooperative, Inc. attended the Committee Hearing of the Sangguniang Panlalawigan of Albay Committee on Power and Energy on October 7, 2026.

The hearing focused on the financial statements and detailed updates on the expenditures and payments, including the status of ALECO's financial obligations, a status report on all modernization projects of ALECO funded by the National Government which includes the on-going upgrading of the Ligao Substation and the establishment of the Culliat Substation and line enhancement programs and other concerns pertaining to billing and power supply in the province.

The cooperative extends its gratitude to the committee headed by Hon. Caroline Ziga-Go for the continuous support in its programs and services.

ALECO assures the continuous improvement of power reliability in the province through the implementation of rehabilitation projects and other services.
