“It’s nonexclusive and, in fact, has a provision in the franchise that it is without prejudice to the rights of others who operate, even for those without a similar franchise,” Leviste explained.

He argued that “Filipinos are already deprived, and rather than create a monopoly, this firm breaks the existing monopoly in selected provinces with unserved and underserved areas.”

Solar Para sa Bayan, which recently secured a 25-year franchise, said Friday it hoped to break the "monopoly" of big power firms by bringing electricity to remote areas.

Paluan Mayor Carl Pangilinan attested to the project’s benefits: “Throughout history, our town was denied service by the electric coop because of lack of supply in the whole Occidental Mindoro.

Everything changed when Paluan sought SPSB to provide stable, cheap, clean energy. Our municipality now enjoys 24/7 electricity, which has opened new opportunities for Palueños.”

While the national economy is as vibrant as ever, millions of Filipinos have been left behind in the dark. According to the Department of Energy (DOE), 12 million Filipinos lack electricity and millions more lack 24/7 electricity.

"Both houses of Congress have approved an important legislative proposal granting a franchise to Solar Para Sa Bayan to put up solar micro grids in remote and unserved or underserved areas in selected provinces.

The proposal was opposed by a number of vested interests, most specially electric cooperatives that have consistently underperformed through many decades.

But the proposal is a game changer. For one thing, solar power is a fast growing new technology worldwide. Granting the franchise will also provide long suffering remote areas access to affordable electricity."

"Hopefully, the President signs this ground breaking franchise into law. It would show the President is serious in cutting down entrenched non performing monopolies.

Instead of opposing Leviste’s franchise, the coops should just drastically improve the quality of coop management. Otherwise, new technology like solar and daring young entrepreneurs like Lean will pick up from their failures to the relief of people they are neglected all these years."
