Engineering and Management Consulting Center EMCC was established in 1993 to meet the demanding need for professional engineering and management consulting services. The aim of the center is to provide competent and professional engineering and management services to meet the requirements of the new large-scale capacity building and infrastructure projects that are executed in the Gaza Strip and West Bank.

قام المركز الاستشاري في الادارة والهندسة استشاري صندوق تطوير واقراض الهيئات المحلية الخاص باعداد الخطط الاستراتيجية لبلديات محافظة رفح وخانيونس والوسطى بورشة تدريبية للخطوة رقم ٢ وهي تشخيص المجالات التنموية كان اللقاء الاول في بلدية البريج واللقاء الثاني في بلدية خانيونس.
حيث قدم م. رفعت دياب شرح وأمثلة عن كيفية جمع البيانات والتشخيص للمجالات التنموية المختلفة و اكمل الشرح د. رفعت رستم عن العوامل المختلفة التي تساعد في اختيار
