Is Somalia Ready for Oil?
Somalia has made notable progress in laying the foundation for its petroleum sector. The enactment of the Petroleum Law and the establishment of the Somali Petroleum Authority represent critical milestones toward building a structured energy industry.
However, the current reality reflects a sector still in transition.
Key challenges remain:
- Absence of a fully agreed resource-sharing framework between the Federal Government and Federal Member States
- Limited technical and institutional capacity to manage complex oil and gas operations
- Persistent security risks affecting long-term investment confidence
These factors are decisive. They will determine whether Somalia’s natural resources become a driver of sustainable development or a source of further instability.
For Somalia to succeed as an oil producing nation, the following are essential:
- Strengthened governance and institutional transparency
- Investment in national technical expertise and human capital
- Establishment of a Sovereign Wealth Fund to secure long-term national benefits
- Robust environmental protection frameworks
- Effective local content policies to empower Somali workforce and businesses
Our Position:
Somalia is not yet fully ready for large scale oil production. The country is currently in a critical preparation phase that requires coordinated efforts across government, private sector and international partners.
Final Insight:
Natural resources alone do not create prosperity.
Strong systems, capable institutions and strategic leadership do.
