The first national statistics were published this Summer by the Council of State Governments. 25% of people entering prison do so for technical violations - many on probation. We continue to be focused on this crisis.

Probation and parole are designed to lower prison populations and help people succeed in the community. New data show they are having the opposite effect. Until now, national data regarding the impact of probation violations on prison populations have been unavailable, resulting in a lopsided focus....

Technical violations occur when people can't meet the additional conditions of community supervision, such as staying in stable employment. The Marshall Project tried to count this problem for the first time. Even with limited reporting, it's clearly a $1b+ problem. Better access to services and better communication could save money and restore our communities.

Getting out of prison rightly gets a lot of reentry attention, but even short stays in a county jail can have follow-on effects. Even a few days in jail can cause a person to miss work, resulting in loss of his job. Without that income, the rent doesn’t get paid, with the loss not only of a stable roof, but often most of his possessions. So let’s look briefly at a few jails that are working hard to make sure their citizens have the best chance of success when they leave:

How modernization of the Lifeline program can benefit returning citizens

I’ve been thinking about the things I do on my cell phone in an average day that are possible because it has a data plan that affords Internet access. I create, modify, and track appointments and meetings. I set reminders for tasks. I seek out information on local products and services and verify hours of operation. I check traffic and weather conditions, review transit schedules, and plan routes. I send and receive email, communicating with my employer, colleagues, family, and friends. I update and review social media. I stay informed of current affairs and the news of the day. I manage my bank and credit accounts.

On March 31st, The Federal Communications Commission (FCC) announced major modernization initiatives for the Lifeline program. Since 1985, the Lifeline program has provided discounted landline phone service for qualifying low-income consumers. In 2005, Lifeline discounts were extended to wireless phone service. Building on modernization initiatives beginning in 2012, the FCC has now adopted an Order that allows Lifeline support for mobile broadband Internet access.

The overwhelming majority of the things I listed above that I routinely do on my cell phone are mostly a matter of convenience. They are things I want to do in that moment. However, for citizens returning to their communities from incarceration, the ability to do these things could help them maintain a path to successful reentry.

The Challenge of Collaborating Cases on the Go

It happened again. I was in the field going to visit a client and I got a call from a caseworker asking me for documents for a court appearance that morning. The trouble is, she didn’t give me any warning and I didn’t have those particular files with me. I just couldn’t get them to her in time, and so the court hearing had to be rescheduled. And then we wonder why the courts are so clogged, and why cases don’t get resolved when they should.

"The Department of Justice has designated the week of April 24-30, 2016, as National Reentry Week. The U.S. Attorney’s Office for the Northern District of Georgia will host a reentry symposium entitled “Pathways to Successful Reentry” on Wednesday, April 27, 2016, at Georgia State University College of Law from 9:00 a.m. to 12:30 p.m.

We anticipate having two panels, one highlighting reentry programs & services, and the other focusing on policy advocacy, recent legal changes, and pending legislation. Following the two panels, we will screen the reentry documentary “Pull of Gravity,” which chronicles the lives of three returning citizens and the obstacles they encounter post-imprisonment concerning housing, employment, and family reunification. Service providers will be located in the lobby outside of the event auditorium, providing community resources for returning citizens, anyone with a criminal record, and family members and friends of returning citizens. Anyone with a criminal record, interested stakeholders, service providers, and policy advocates are encouraged to attend."
