The McCartney Road project in Casa Grande was designed to deliver essential roadway improvements while navigating complex funding, utility, and phasing challenges. The project was divided into three design segments to facilitate planning and potential phased construction. Ellison-Mills, serving as CMAR, provided extensive value engineering and cost estimation to help the City determine the highest-priority segment for immediate construction.
The team proactively addressed critical intersection and utility conflicts, including early constructability analysis for the McCartney-Trekell culvert, detailed coordination with APS and utility contractors, and NAASCO-certified CCTV sewer and storm drain assessments. These efforts ensured that the selected roadway segment could be built efficiently, without delays to other major corridor improvements.
Through collaborative problem-solving and strategic planning, the project established a clear path for phased construction and long-term infrastructure upgrades in the Casa Grande community.
