Lark, in partnership with the Lower Brule Sioux Tribe, and support from the Great Plains Tribal Water Alliance, just completed the Kul Wicasa Oyate Climate Resilience Plan (Plan). One of the clearest takeaways from this work is that planning relies more on tracking changes in wet and dry extremes than on long-term averages.
The Tribe has already been navigating larger swings in both directions, so the Plan focuses on practical steps: protecting water systems, improving land stewardship, supporting producers, and strengthening infrastructure in ways that hold up whether it is unusually wet or unusually dry. The recent rise in extreme five-day precipitation shown in our rolling average animation lines up with what a growing body of research is finding in places like the Midwest, Great Plains, and along the Gulf Coast, where heavier multiday events are becoming more common.

When communities are already facing washed out roads, failing culverts, and chronic drainage issues, funders want to see evidence that these problems are tied to emerging climate signals. The Climate Smart Communities Initiative (CSCI) is one example of a program that values data driven proposals. Analyses like this help communities demonstrate need and set the stage for strong, competitive applications.
