Lark, in partnership with the Lower Brule Sioux Tribe, and support from the Great Plains Tribal Water Alliance, just completed the Kul Wicasa Oyate Climate Resilience Plan (Plan). One of the clearest takeaways from this work is that planning relies more on tracking changes in wet and dry extremes than on long-term averages.
The Tribe has already been navigating larger swings in both directions, so the Plan focuses on practical steps: protecting water systems, improving land stewardship, supporting producers, and strengthening infrastructure in ways that hold up whether it is unusually wet or unusually dry.
