Purpose of underground drainage system is for all water fall from the houses roof with gutters or without gutters,yards,parking lots and roads to flow into the catch basins(inlets) drainage underground to the city streets or ditches.
Basically in short words make mother nature's rain water go AWAY from house structure foundations preventing it from damaging your foundation.

All new construction buids residential/commercial require a drainage system with a following inspection from the city you are building in.
