From managing nuclear reactors to powering critical infrastructure, join us in welcoming Matthew Carter to the Rubicon team! 🚀

Matt brings over a decade of elite experience from the U.S. Navy’s nuclear program, where he served as a Reactor Controls Division Leading Petty Officer. Whether supporting national-level missions or executing high-stakes reactor operations, Matt’s career has been defined by precision and zero-fail reliability.

He also served as a Nuclear Instructor, mentoring and training more than 300 sailors to prepare them for the fleet.

After a well-deserved break to travel and manage investment properties, Matt realized he missed the challenge of high-level operations. Now, he’s channeling that discipline and technical expertise into his work here at Rubicon.

🏡 Fun Fact: When he’s not working on critical electrical systems, Matt is working the land on his 32-acre property, building an orchard, and enjoying time as "Uncle Matt" to his family.

Art Goodwin brings over 20 years of elite U.S. Navy experience to the Rubicon commissioning team. Having specialized in submarine operations as a Ships Tank Coordinator and Radiological Controls Leading Petty Officer, Art is an established authority in high-stakes quality assurance and maintenance instruction.

A seasoned leader, Art has spearheaded safety and incident-response training for large-scale, multi-agency operations involving the Department of Defense and the Department of Energy. His mastery of fluid and gas systems, paired with a disciplined, military-grade approach to QA/QC, ensures the highest standards of excellence for Rubicon’s most complex mission-critical projects. Currently pursuing an MBA in Project Management, Art balances his professional drive with a passion for fitness and his role as a dedicated father to three daughters.
