My child came home and said she learned how to make a noose in school today... She is 14...

Here is situation..
Autistic child was moved out juristiction and lost mother. Foster parents were reported for abuse by credible organization. DHS investigated and foster parents were told put child back in school.. Foster parents refused and said they are mennonites. Now they have move out of state.
Is this falling through the cracks?

My child came home from school with bruises. The teacher admitted to grabbing him, we have pictures of bruises. Why is the teacher not on administrative leave? DHS says the school has own investigators. Is the next step to call police ? We are going on a week and a half? Nothing is resolved.
