Speaker: Henrique Lopes Cardoso, Associate Professor at the Faculty of Engineering of the University of Porto (FEUP), Senior researcher at the Artificial Intelligence and Computer Science Lab (LIACC), and Vice-President of the Portuguese Association for Artificial Intelligence (APPIA)

Abstract: Large language models are here to stay, and they have shown impressive performance in several benchmarks. Their integration with other tools, such as search engines and software development environments, allows for significantly improved productivity. Part of their success is related to scaling laws, which makes bigger language models exhibit emergent properties and surprising experimental results. At the same time, their capabilities seem to be very shallow regarding language understanding and common-sense reasoning, shedding light on their limitations and potential misuse. In this talk, while discussing these issues, we will understand how language models work and demystify the hype behind their potential as a path toward AGI. Prompt engineering is also discussed as the developing approach to tame large language models. We will also analyze current efforts to make smaller and more reliable models.

Short bio: Henrique Lopes Cardoso holds a PhD in Informatics Engineering from the University of Porto, is an Associate Professor at the Faculty of Engineering of the University of Porto (FEUP), a senior researcher at the Artificial Intelligence and Computer Science Lab (LIACC), and Vice-President of the Portuguese Association for Artificial Intelligence (APPIA). He teaches and researches on intelligent systems, with particular emphasis on multi-agent systems, natural language processing, and machine learning. He has participated in several national and international projects on these topics. He collaborates regularly with the European Commission as an expert in project evaluations. He is vice-chair of the working group on computational linguistics in the COST Action “Language in the Human-Machine Era (LITHME)”.

First meeting of the board of National School for Research in ICT is held at UPZ

Today at University “Ukshin Hoti” Prizren is held the first meeting of board of the National School for Research in ICT. The honorary members of the board are Prof.Dr.Arianit Kurti from Linnaeus University Sweden, Prof.Dr.Anita Mirijamdoter from Linnaeus University Sweden and members from partner universities Prof. Dr. Sefer Avdiaj from UP, Prof.Dr. Edmond Hajrizi from UBT and Prof. Assoc. Dr. Zirije Hasani from UPZ. Part of the board of this school is the international and local universities that have been coordinators and partners in this project: Linnaeus University, UUHP, UP, and UBT.
In the meeting, various issues related to the development of the school, the Sustainability Plan for the National ICT Research School, and the planning for the application of the next project within the school were discussed.
The National School for Research in ICT (https://nrsi-ks.eu/) was founded due to the three-year PhDICTKES Erasmus+ project.
The purpose of the Kosovo National Research School in ICT is to act as an umbrella for doctoral programs in ICT in the Republic of Kosovo. It will organize trainings, workshops, webinars, and other joint activities, with the aim of advancing ICT in Kosovo.

PhDICTKES Project Handover Event Celebrated in Pristina

Pristina, October 6, 2023 - The long-anticipated handover event for the groundbreaking PhDICTKES (Ph.D. in Information and Communication Technologies for Kosovo's Economic Sustainability) project took place in Pristina today, marking a significant milestone in the advancement of technology and education in Kosovo.

The event, which was attended by prominent dignitaries, academics, and technology enthusiasts, was held at the Faculty of Electrical and Computer Engineering, University of Prishtina, where participants gathered to celebrate the successful completion of this transformative initiative.
The PhDICTKES project was launched 2019 with the aim of enhancing Kosovo's technological infrastructure and nurturing local talent to support economic growth and sustainability in the region. Over the past 3.5 years, it has achieved remarkable success in achieving its objectives.
During the handover event, project leaders presented their findings, showcasing the innovative research and development work undertaken by PhDICTKES scholars. The project has contributed significantly to advancements in Information and Communication Technologies (ICT), and the establishment of a National PhD school in ICT.
In his opening remarks, prof. Anita Mirijamdoter, the Project Director, expressed his gratitude to all stakeholders and partners who had supported the project from its inception. She emphasized the importance of continued investment in education and technology to drive Kosovo's economic growth.

The National Research School in Information and Communication Technology (ICT) in Kosovo (NRSI) is set to reach a significant milestone as it prepares for its official handover ceremony to the University of Prishtina. This momentous event, made possible through an EU-funded Erasmus+ project, marks a significant step forward in advancing ICT education and research in the region.
The NRSI has been a collaborative effort between various stakeholders as Linnaeus University (LNU)-coordinator, Norwegian University of Science and Technology (NTNU), South-East European Research Centre (SEERC), University of Prishtina (UP), UBT College (UBT), Ukshin Hoti University (UHU), Ministry of Education, Science and Technology (MEST), Kosovo Accreditation Agency (KAA) and institutions, with the overarching goal of promoting scientific and industrial excellence in the field of ICT in Kosovo and beyond. To celebrate this achievement, an invitation is extended to all interested parties to join the handover ceremony on October 6th, 2023, from 09:00 to 11:00 CEST at the Faculty of Electrical and Computer Engineering, room 414, University of Prishtina.

In this presentation, attendees will gain a strategic overview of Estonia's government digital and data transformation journey, presented by the country's Chief Data Officer, Ott Velsberg. Estonia has emerged as a leader in e-government and has undergone a significant digital transformation journey. The country has leveraged AI to achieve its goals, with more than 120 AI use cases already implemented in government and an ambitious goal of implementing over 170 AI use cases by 2024. Through utilising data the country aims to make public services easier to use and more accessible while creating a seamless and proactive citizen-centric government. During the presentation, Velsberg will share the successes and challenges of Estonia's digital and data transformation journey, drawing on his experience as the Chief Data Officer. Attendees will gain valuable insights into the lessons learned throughout this journey and receive practical advice on how to embark on their own digital and data transformation journeys. Highlights of Estonia's data initiatives, including the citizen virtual assistant Bürokratt, open data, data governance, data stewardship, citizen-centric data governance, data tracker will also be presented.

Ott Velsberg is a renowned Estonian IT specialist and government official, known for his expertise in data governance and data science. As the current Chief Data Officer (CDO) of Estonia, he is responsible for driving the country's data policy and initiatives related to the use of data in the public sector. Velsberg has a wealth of experience in coordinating data governance and data science, with a focus on domains such as artificial intelligence, open data, citizen-centric data governance, data management, and digital transformation. Management Board Meeting of PhDICTKES Project Held Today, 18.05.2023

Today, the Management Board of the PhDICTKES (PhD in Information and Communication Technologies for Kosovo Education System) project convened for a crucial meeting to discuss the progress, challenges, and future plans of the project. The meeting, attended by key stakeholders, focused on various agenda items, including the development of a sustainability plan and addressing other pertinent matters.

The participants in the meeting included representatives from the European Union, project coordinators, supervisors, and other relevant stakeholders. Together, they deliberated on important aspects related to the project's objectives, ensuring its successful implementation, and achieving long-term sustainability.

A new agenda item introduced during the meeting was the sustainability plan. Recognizing the importance of ensuring the project's long-term impact, the board discussed strategies to maintain the project's outcomes beyond its completion. Additionally, other important matters were addressed, seeking to address any pressing concerns and facilitate a smooth project conclusion.

To begin the meeting, a recap of the previous session was presented. This allowed participants to refresh their memories on past discussions, decisions, and action points, ensuring continuity and progress in the project.

The board then focused on the follow-up of the recent EU project monitoring office visit in Kosovo, specifically in the University of Pristina, which was presented by prof.Lule Ahmeti. The findings and recommendations from the visit were discussed, and appropriate actions were identified to address any identified gaps or areas for improvement.

Budget issues were another important point of discussion during the meeting. Katarina, responsible for overseeing the project's financial aspects, provided an update on the budget status. The board examined the financial report, reviewed expenses, and discussed strategies to optimize resource allocation effectively.

The progress of supervisor training in Pristina, led by Kadri, was also reviewed. The board discussed the outcomes of the training and assessed its effectiveness in enhancing the supervision process for the project. Recommendations were made to further support and enhance the training activities.

Spring and autumn activities were also a key focus of the meeting. The board reviewed the proposed plans and evaluated their alignment with the project's objectives. Discussions revolved around optimizing the activities to maximize their impact and ensure effective knowledge transfer.

The status of accreditations of PhD program at UP related to the project was another crucial aspect addressed. The board received updates on the accreditation process and discussed any pending requirements or challenges that needed to be addressed promptly.

Considering the project's timeline, the management board engaged in discussions about planning for its conclusion and the transfer of its outcomes, including operational governance. Strategies for a smooth transition and ensuring the project's legacy were explored.

Pending deliverables were also put forth for approval during the meeting. The board reviewed these deliverables, assessed their compliance with project requirements, and made necessary decisions regarding their approval.

The meeting concluded with a discussion of any additional items that emerged during the session. Participants were given the opportunity to share their thoughts, concerns, or suggestions. The board then summarized the key points discussed and concluded the meeting on a positive note, affirming their commitment to the project's success.

As the PhDICTKES project moves forward, this management board meeting served as an important platform for collaboration, decision-making, and planning, ultimately ensuring the project's continued progress and long-term impact on the education system in Kosovo.
Also, other visits to Linnaeus University are planned to be held in September.

Abstract: With an ever-increasing amount of textual data being published on a daily basis, methods to automatically analyze and systemize knowledge inherent in unstructured text have gained in importance, especially in specialized domains. Ongoing and groundbreaking advances in neural language models have changed approaches of (semi-)automatically extracting information from texts across natural languages. One major change is the ability to cover a wide range of natural languages without the availability or large text corpora in the respective language, called zero-shot or transfer learning. This talk will focus on the ability of large pre-trained neural language models to automatically extract domain-specific terms and their systemization in concept systems across natural languages as well as major issues that can be observed in this task.

Short bio: Dr. Dagmar Gromann (http://dagmargromann.com/) is Assistant Professor at the Centre for Translation Studies at the University of Vienna, Austria. Prior to that she worked as a post-doc at IIIA-CSIC in Barcelona and TU Dresden. Her main research interests are knowledge extraction from natural language with a cognitive or terminological focus, e.g. Text2TCS, and socio-technical impacts of language technology, e.g. gender-fair machine translation (GenderFairMT). She is on the editorial board of the Semantic Web journal and the Journal of Applied Ontologies, vice chair of the COST Action NexusLinguarum, local chair of LDK 2023, and responsible for the curriculum of the new master’s program Multilingual Technologies.

Short bio: Minna Isomursu is a professor of Digital health at University of Oulu. Currently, she is working in 6GESS – 6G enabling sustainable society – programme, which aims to build strategic competence at university of Oulu on how 6G technologies can help in creating sustainable healthcare in our society. A two-day workshop for PhD supervision training is held
In a major step towards enhancing the quality of higher education in Kosovo, the Linnaeus University (LNU) organized a two day(27-28.04.2023) workshop for PhD supervision training as part of the project "The development and implementation of a PhD Program in ICT for the Kosovo Education System (PhDICTKES)". The workshop brought together experts from leading universities in Europe, including LNU Sweden, NTNU Norway, and SEERC Greece.
The aim of the workshop was to equip academic staff members with the necessary skills and knowledge to provide effective supervision to PhD candidates in the field of ICT. The trainers shared their expertise and experience in areas such as identifying research topics, managing PhD projects, and providing constructive feedback to candidates.
The event was attended by a diverse group of participants, including senior professors, young researchers, and PhD students from various universities as University of Pristina, University of Prizren and UBT. The workshop provided an opportunity for participants to engage in lively discussions, exchange ideas and best practices, and build networks with experts in their field.
Speaking about the workshop, the project coordinator, Anita Mirijamdoter, expressed his gratitude to the trainers for their valuable contribution to the project. He also highlighted the importance of such initiatives in improving the quality of higher education in Kosovo and enhancing the country's human resource development.
The workshop is part of a larger project, funded by the European Union, aimed at developing and implementing a PhD program in ICT for the Kosovo education system. The project aims to address the skills gap in the field of ICT and improve the employability prospects of Kosovo's youth.
