History:
Founded in 1983, the company introduced its Disbursement Management System (DMS) the same year. DMS is used in a cross-section of industries by many well-known companies for enterprise-wide disbursement control and float management applications. Invoice Control System (ICS) was introduced in 1988 to strategically manage the complexities of paying vendors. Beginning in 1989, the company introduced the first of two systems specifically designed for high volume claims payment applications. Claims Management System (CMS), a cousin to DMS, to optimize cash flow and systematically control credit risk. In 1994, Payment Release Optimizer (PRO) was introduced using an innovative new design for producing financial documents and payments in claims payment applications. PRO allows innovative new payment practices, improves subscriber/provider forms, reduces printing and finishing demands, and saves CPU time. In 1998, ValuPay™ was released. It is a powerful database driven application giving management the ability to orchestrate all disbursement functions across the enterprise to effectively meet its objectives. It processes all types of payments (such as vendor payments, payroll, exception checks, and so on) using traditional paper and electronic methods. This richly featured, robust 32-bit software system written for Windows© NT/2000 provides comprehensive on-demand information, security delegation, rapid integration, and custom form design, along with other innovations making ValuPay the best solution for today and a bridge to the future. In 2001, Suspense, Inquiry, & Reversals (SIR) was released. It stores data about the claims, payments, documents, and recipients involved in payments and transactions. It provides data and online screens to support inquiries, and provides online tools to handle voids, stop payments, re-issues, and reprints. Checks can be voided and replaced without reprocessing claims. The tools are provided to control automatic collection of loans and prepayment advances, IRS withholding and liens, garnishments, and payments to estates or powers of attorney. It provides tools and suspense processing to process payments returned by providers with minimum operator/adjuster intervention. It provides controls to track and report the status of "suspense" transactions in process. In 2001, the three modules (CMS, PRO, and SIR) were integrated under the UCDS™ (Universal Claims Disbursement System) product suite umbrella. In 2004, ClearCycle released the client server version of UCDS. In 2006, ClearCycle introduced UCDS to the Pharmacy Benefit Management industry to support Medicare Part D and new emphasis on transparency. In 2008, ClearCycle released WebUCDS™, a secure stand-alone web-based product that interfaces with UCDS and ValuPay to allow inquiry of payment information using a web browser. In 2009, ClearCycle enhanced UCDS to administer the International Classification of Diseases ICD-10 code sets. In 2010, UCDS was modified to comply with the HIPAA electronic transaction standards, version 005010 (5010). These systems are used in health care, insurance, retailing, distribution, manufacturing, and financial services. A phased approach is taken for each implementation: ClearCycle partners with clients to define the business requirements, custom designs a cost justified solution, installs the system, and provides training through live operation.
