KAE Reacts:

Sen. Chiz Escudero's point about the National Building Code (NBC) potentially lacking specific earthquake resilience provisions is valid, but the core technical standards are contained in the separate National Structural Code of the Philippines (NSCP).

The NSCP is the primary reference for seismic design in the country, detailing the technical requirements, formulas, and guidelines for ensuring a structure is earthquake-resistant.

So, the essential guidelines and manuals do exist.
The critical issue, lies not in the lack of guidelines but in the proper and correct implementation and enforcement of both the NBC and the NSCP on every single construction project.

If permits are granted, inspections are conducted, and quality control is compromised, even the best codes won't guarantee safe, resilient structures.

Ultimately, the problem is not a shortage of codes, but a deficit in compliance, oversight, and accountability.
