Policy update 💡 Whole-plant h**p framework moves forward
Great news for Europe ✨
The path towards a harmonised EU h**p framework is taking shape. After the European Commission’s July 2025 proposal to amend the Common Market Organisation Regulation, in September the European Parliament’s Agriculture Committee (COMAGRI) went a step further voting to recognise all parts of the h**p plant as licit agricultural products.
This decision confirms that h**p in its entirety, fibre, seeds, leaves, roots, and flowers, will be recognised within the EU’s agricultural framework. It represents a long-awaited step towards reducing the legal uncertainty created by fragmented national rules, helping to ensure fairness for farmers and companies across Europe.
The text now moves to a plenary vote in Parliament, followed by negotiations with the Council and the Commission. If successful, the new rules could apply as early as next summer.
For the h**p sector, this means legal clarity and the beginning of a whole-plant approach that allows Europe to dive deep into unlocking h**p’s full potential.
