An independent review of the NETCC program is underway.

Whether you’re a consumer, Approved Seller, or industry stakeholder, this is your chance to help shape stronger consumer protections in new energy tech.

A lot has happened since the NETCC program launched three years ago. New technologies have emerged, consumer expectations have shifted, and industry practices have matured.

The independent review, conducted by PATHMAKER and grids, will evaluate how the NETCC program is meeting consumer and industry needs, and recommend improvements to strengthen consumer protection.

You can participate in the review by taking an online survey and sharing your experiences of the program as a consumer, Approved Seller or industry stakeholder. You can also register for upcoming workshops and focus groups.

Our latest Quarterly Compliance Report for October to December 2025 is out now.

The Quarterly Compliance Report provides data and analysis on the performance of the program and how the NETCC is being enforced including:

✔️ Retailer applications to join the NETCC – we received 166 applications and rejected 12% for non-compliance with the Code or non-response last quarter.

✔️ Complaints investigations and outcomes – we received a record 175 complaints last quarter, 35 of which were found to be in breach of the Code and resulted in compliance actions. One Approved Seller was expelled from the program.

The record number of complaints shows the value of the NETCC program as more Australians adopt new energy technologies, especially home batteries. The program offers consumers additional protections and a channel to help resolve complaints.

The report also provides useful guidance for Approved Sellers on avoiding common compliance issues identified in audits and complaints handling.

Great news for renters in Queensland to end the year! They can now share in the savings of rooftop solar, with the Supercharged Solar for Renters program launching today.

In the first half of 2025, Queenslanders added the most rooftop solar of any state with 326 MW of installed capacity. This program will help unlock the next wave of uptake, enabling those who are renting to participate in the solar revolution.

☀️ Rebates of up to $3,500 are available to eligible landlords to install rooftop solar PV on rental properties with an existing lease.
💡 Around 6,500 households could benefit from the program, giving them the potential to save up to $700 a year on electricity bills.
✅ The eligibility threshold for tenanted homes rented for under $1,000 per week means many renters could benefit from this program.

Together with industry, we’re pleased to have worked with government on the design of the scheme, ensuring consumer protections and quality requirements are in place, so that renters and landlords can participate with confidence.

✅ Under the scheme, solar retailers must be approved sellers under the New Energy Tech Consumer Code, and PV modules and inverters must be listed on the Clean Energy Council’s approved products list.

Since its launch two years ago, with the Clean Energy Council as its administrator, the New Energy Tech Consumer Code (NETCC) has grown to include over 2,000 approved sellers across Australia!

When customers choose a NETCC approved seller, they are choosing a business that has committed to trusted consumer protection standards and is assured that a clear pathway to independent and free support is available if issues arise.

Last July, a homeowner discovered that their solar and battery installation did not match the agreed system design; different components had been installed than those specified in their signed contract. The customer reached out to the NETCC compliance team, who, after investigating the matter, saw the approved seller providing a full refund and full restoration of the property to its original condition.

The NETCC administration and compliance framework is necessary for the integrity of the program and demonstrates that the approved sellers badge is something that consumers can trust.

When retailer or businesses are held accountable, it strengthens consumer trust and engagement with the entire new energy tech sector.

The success of the New Energy Tech Consumer Code (NETCC) program in building consumer confidence and maintaining standards in new energy technologies would not be possible without the commitment of the 2,000+ Approved Sellers.

The New Energy Tech Consumer Code (NETCC) program has now reached an incredible milestone of over 2,000 approved sellers across Australia! 🏆✅

NETCC is administered by the Clean Energy Council, overseeing compliance and enforcement of the NETCC to protect consumers' interests and increase confidence when purchasing new energy technologies such as solar, battery storage, EV chargers and more.

Since the program’s inception in 2023, its network of retailers has seen a steady growth nationwide with a monthly average of around 30 approved Seller applications. When government schemes and incentive programs began requiring compliance to the NETCC and the approved seller badge, the number of applications rose to an average of 50 per month, peaking around May to July 2025, with a record of 161 applications in June alone.

NETCC Council Chair, Clare Petre, said: “For many people, a solar and battery system may be one of the biggest investments they’ll make in their homes, so it's vital consumers get products and services that meet their needs and any issues are resolved quickly. The NETCC program is helping raise consumer protection in this space, ensuring retailers follow a code of conduct that focuses on clear, fair and appropriate sales practices and customer service.”

The New Energy Tech Consumer Code team is committed to ensuring that customers receive fair and high-quality products and services from approved sellers of new energy tech, such as solar, battery storage, EV chargers and more.

It is important to note that to benefit from the protections offered by the NETCC, you must have a contract with an approved seller. A contract with a third party (e.g. builder or developer) who may use an approved seller to supply new energy tech will not fall under NETCC protections.

What should you do?
When looking to purchase new energy technologies, make sure the business you have a contractual relationship with is a NETCC approved seller.
