We are pleased to announce that Green Steel of WA has now secured all necessary regulatory and statutory approvals required to commence construction of The Collie Steel Mill, Australia’s first green steel mill. The approvals process was completed in under two years, thanks to the project’s recognition as a Strategic Project by the WA Government and the generous support of the Cook Government, which includes funding commitments from the Collie Industry Attraction and Development Fund. This streamlined process combined with the great efforts of the project team and our partners. has helped fast-track one of the most significant local manufacturing developments in Western Australia’s recent history.

“My government is committed to delivering a Just Transition for Collie and establishing major new industries in town. Establishing a green iron and steel industry in WA is a key focus of our Made in WA plan, and Collie’s Green Steel Mill will kickstart this new industry. Hitting these key milestones is another step forward to securing Collie’s future as a major new industrial hub,” Premier and State Development Minister, Roger Cook.

With Front-End Engineering Design (FEED) completed, and the business case and financial model finalised, this milestone confirms the feasibility of the project and represents a significant step forward in delivering Western Australia’s first steel recycling mill—and Australia’s first green steel facility.

Currently, 100% of Western Australia’s rebar is imported, exposing the state to global supply chain risks, trade uncertainty, and tariffs. The Collie Steel Mill will change that — producing 450,000 tonnes per year of low-emissions rebar using locally sourced WA scrap steel. This product will support critical infrastructure across the state, including wind turbines, transmission towers, housing, and broader construction projects.

As a key initiative under the Cook Government’s “Made in WA” vision, the project will play an important role in re-shoring essential manufacturing, strengthening economic resilience, and demonstrating how sustainable, locally produced materials can support the infrastructure of tomorrow.

With approvals secured and feasibility confirmed, the project now moves toward finalising commercial contracts, concluding project financing, and achieving Final Investment Decision, leading to the commencement of construction in 2025.

Once delivered, the Collie Steel Mill will establish long-term sovereign steelmaking capability, create regional jobs, and ensure a secure, low-emissions steel supply for Western Australia.

Green Steel of WA is in the advanced stages of development and proceeding towards a final investment decision.

The Collie-based green steel recycling mill will convert Western Australian scrap steel into rebar for local and international consumption. The plant will be WA’s first green steel mill and the cleanest and most efficient mill in Australia. Construction of the plant is expected to commence in 2025, with early operations beginning in 2027.

We are excited to be part of the “Made in WA” plan, driving local jobs, advanced manufacturing, and a clean energy future

We look forward to producing locally made, sustainable rebar to support key manufacturing initiatives within the plan such as the future Western Power Manufacturing facility and AMTECH’s steel-reinforced footing cage manufacturing facilities, as well as both private and government construction projects across Western Australia and the rest of the country.

We’re thrilled to announce that we have successfully completed all required studies of Western Power's connection process for the Collie Steel Mill 330kV electrical power supply with a positive outcome.

This marks a major milestone as we progress towards our Final Investment Decision (FID) and bringing Australia’s most sustainable rebar production facility to life. With each step forward, we’re building momentum towards a cleaner, stronger, and more self-sufficient WA steel industry.

A big thank you to Western Power, GHD, Duncan Ganley and Department of Jobs, Tourism, Science and Innovation for helping support one of our State’s Strategic Projects and Made in WA.

We’re on the home stretch to FID, and we can’t wait to deliver locally made, low-emission rebar to support WA’s infrastructure, construction, and manufacturing sectors.

We have decided to officially name our flagship plant and Australia's first green steel mill "THE COLLIE STEEL MILL".

While the name seems simple at first, it actually took us quite some time and deliberation (there were many ideas!) to arrive at the name. We think that it pays suitable respect to our location in one of WA's most iconic towns as well as our role in Collie's transition towards its green manufacturing future through the creation hundreds of highly skilled, local manufacturing jobs.

So it's official! The Collie Steel Mill. WA's first steel mill, Australia's first green steel mill and the first new steel mill to be built in Australia in over 30 years.

Green Steel of WA would like to thank the Western Australian Premier Roger Cook for granting our Collie Steel Mill Project Strategic Project Status under the Western Australian Lead Agency Framework whose aim is to focus the efforts of the government towards those projects that need to proceed first to deliver on the state’s decarbonisation and economic diversification agenda.

Strategic projects are defined by the Western Australian Jobs Act of 2017 as projects that the Minister for State Development, Jobs and Trade considers to be of strategic significance to the Western Australian economy and have the potential to create a substantial amount of economic activity and jobs within the state, something which The Collie Steel Mill, which will create over 200 direct jobs in Collie while contributing over $1B to WA’s economy, very much achieves.

Designated Strategic Projects will receive a high level of project facilitation through the Department of Jobs, Tourism, Science and Innovation (JTSI), across State Government agencies, further strengthening the strong support that we have already been receiving from JTSI, the Department of the Premier and Cabinet of WA of Premier and Cabinet and the WA State Government.

Having already received our Development and Works Approvals in record time, GSWA looks forward to working with the Western Australian and Commonwealth Governments, local communities and traditional owners, as we work towards beginning construction of WA’s first ever steel mill next year.
