Fortro Stronger builds. Smarter systems. Faster results. Australia’s leader in steel engineering, construction, and volumetric modular manufacturing.

At Fortro, we aren't just changing how structures are built—we are redefining how they are engineered.

What does the jingle–jangle fallacy have to do with building homes?
More than you might think.

The jingle fallacy occurs when we assume different things are the same because they share the same name.
Take the word modular.
• A flat-pack building kit can be called modular.
• A panelised system can be called modular.
• A transportable building can be called modular.
• A module constructed using traditional building methods can be called modular.
• And a precision-manufactured volumetric home can be called modular.
Same label. Very different products and processes.
That is the modular jingle.

The reverse also happens. Similar systems may be described as volumetric construction, off-site manufacturing, industrialised construction or modular manufacturing.
Different names can make similar things appear unrelated.
That is the jangle.

Why does this matter?
Because imprecise terminology creates:
• false price comparisons
• misleading assumptions about build times
• confusion about what is completed in the factory
• uncertainty about how much work remains on site
• poorly defined procurement requirements
• a failure to recognise genuine manufacturing innovation

Fortro creates precision-manufactured volumetric homes.
Each home is produced as a series of precision-manufactured volumetric modules. These modules are complete, steel-framed, three-dimensional building sections manufactured through an integrated production system.

Fortro’s process combines precision machinery, automation, synchronised assembly-line production, digital workflows and real-time tracking. The completed volumetric modules are transported to site, craned into position and connected to form the home.

The distinction is simple:
Flat-pack systems deliver building parts to be assembled. Fortro delivers complete building volumes to be connected.

All Fortro precision-manufactured volumetric homes are modular.
But not everything described as modular is volumetric—and not every volumetric home is precision-manufactured.

Perhaps the industry needs to stop asking:
“Is it modular?”
And start asking:
“What leaves the factory, how was it produced and what still needs to happen on site?”

More than 10 years ago I manufactured three factory built homes. Since then I have been refining our methodology and seeking financial backing to upscale these processes.

When people hear about factory built homes they often think of 'flat pack' houses shipped from China. The Fortro advanced manufacturing system is completely different. Using an assembly line process complete modules are manufactured in the factory setting using high quality products and steel flooring and wall systems. Once completed the modules are then shipped to site and connected. Volumetric modular construction shortens timelines and avoids weather delays. This ensures predictable delivery dates, reduced costs, less wastage stronger builds.

Factory-built homes could solve Australia's housing crisis and drive reindustrialisation, a Labor think tank report says.

Fortro ... Forward thinking for tomorrow.

Australia’s housing market is facing one of the most significant pressures in its history. Demand continues to outpace supply, leaving families, key workers, and vulnerable communities struggling to secure stable and affordable homes. Social housing shortages have reached critical levels, with waitlists growing faster than new dwellings can be delivered. At the same time, traditional construction methods are struggling to keep up with escalating material costs, labour shortages, and extended build times. These challenges combine to create a market where prices continue to rise and the pathway to home ownership becomes increasingly difficult for many Australians.
