Dear Community Members,

We wish to inform you that due to the upcoming demolition of the Qenos Olefines and Polythene facilities, noise monitoring will be occurring around Hillsdale and Eastgardens to establish background noise levels for the project.

What will this look like?

Renzo Tonin – an acoustic engineering consultant – already have existing sample points but need two more to complete their required report for Council. These additional two ‘noise loggers’ are to be placed at two residents’ addresses, for a period of 7-14 days from May 5th.

Please see attached for more information on the noise loggers.

Who does this impact?

An associate from Renzo Tonin will be door knocking through-out this week (28th April to 2nd May) to convey the technical and security information directly to residents in possible sampling areas, as well as seeking the necessary consent to install the noise loggers.

During the course of April 2024, the Qenos Group was sold to LAOP BidCo Pty Ltd.
On 17 April 2024, Jason Preston, Jason Ireland, Matthew Caddy, and Damien Pasfield (of McGrathNicol) were appointed Voluntary Administrators of the Qenos Group.
On 23 May 2024, creditors of the Qenos Group resolved that the Qenos Group entities execute Deeds of Company Arrangement (DOCAs). The DOCAs were executed on 13 June 2024 with the Voluntary Administrators being appointed as Deed Administrators. The DOCAs fund employee entitlements and provides for a return to ordinary unsecured creditors. In addition to the DOCAs, the Deed Administrators have separate funding available for the permanent shut down, make-safe, and remediation of the Qenos Group sites at Botany and Altona.
Operations at Qenos’ Botany Olefines and Polythene (Alkatuff and Alkathene) Plants have ceased, and the make-safe process for these plants is underway. The timeline for the shutdown and make-safe of the Site Utilities Plant is yet to be finalised.
The make-safe process will continue for several months, ultimately preparing the Plants to be demolished. During the make-safe process it is possible that the community may observe changes in the noise and odours associated with our previous operations. Throughout the entirety of the make-safe and remediation process the safety of our employees, the community, and the environment remains our number one priority.

Following the approval of the Development Application by Bayside Council for the installation of a new hybrid cooling tower on the Olefines Plant, on-site construction work has commenced.

We do not anticipate that the community will be impacted by these works which are contained well within the Botany Industrial Park site boundary.

We will provide periodic updates on the progress towards commissioning of the new cooling tower.

Demolition of Cooling Tower

On Tuesday 28th February the Qenos Olefines Plant was shut down following damage sustained to its cooling water tower. We are currently working on a project that will see cooling water supply to the Olefines Plant reinstated later this year.

The first stage of this project is the demolition of the damaged cooling tower. Approved demolition works will commence in the week starting the 3rd of July and will continue for approximately three weeks. We do not anticipate that our neighbours and the local community will be impacted by these works that will take place Monday-Friday 7am to 6pm and Saturday 8am to 1pm. Waste materials generated during the demolition process will leave the northern end of our site directly onto Baker Street via truck.

On Tuesday 28th February the Qenos Olefines Plant was shut down following damage sustained to its cooling water tower. We apologise for the concern and inconvenience that this incident has caused in the community.

The cause of the incident is under investigation as we continue to work collaboratively with SafeWork NSW and the NSW EPA.

Work to assess the extent of the damage to the cooling water tower is also continuing. The Olefines Plant remains shutdown in a safe non-operational condition.

We will keep the community informed of our progress towards a repair and restart. As many of you will be aware, a significant incident occurred at our Olefines Plant yesterday when a length of cooling water pipe failed and damaged the Olefines cooling tower. Controlled flaring of process gases occurred as part of the Olefines Plant shutdown procedures. (Information on flaring at www.qenos.com)

We are investigating the root cause of this failure and will continue to work with Safe Work NSW and the NSW Environment Protection Authority.

We are aware that many in the local community would have been concerned and inconvenienced yesterday, and we would like to sincerely apologise to all our community members. We would also like to acknowledge the expertise and guidance given to us by all the emergency services, most notably Fire & Rescue NSW. Qenos remains committed to ensuring the safety of the community and the environment, and we encourage you to raise any concerns or questions you have with us here or through the regular Botany Industrial Park Community meetings.

The Olefines Plant will remain shutdown until the cause of the incident has been determined. We will provide the community regular updates on our progress towards a restart.

At approximately 6:15am today, a length of cooling water pipe failed at the Qenos Olefines plant in Botany. No one was injured.
As a result of the cooling water pipe failure, the Olefines plant has been shut down safely in line with our pre-planned procedures. The process to shut down the plant resulted in controlled elevated flaring at the site.

Fire & Rescue NSW, Police and NSW EPA have been on site along with SafeWork NSW.

The failure of the cooling water pipe caused external damage to the cooling water tower with debris located on the Qenos property boundary. We have been working with these authorities and regulators to ensure that all appropriate steps are being taken to minimise the impact on our local communities.

In conjunction with Fire & Rescue NSW a safe zone has been established around the cooling tower. The extent of the damage to the cooling tower will need to be assessed, and the cause of the incident will be the subject of a thorough investigation.
