NSW unveils major planning reforms to accelerate housing delivery!

The NSW Government has introduced the Environmental Planning and Assessment Amendment (Planning System Reforms) Bill 2025, the most significant overhaul of the state’s planning system in nearly five decades.

The reforms are designed to speed up housing approvals, reduce duplication, and simplify the development process, helping the state reach its housing target of 377,000 new homes by 2029.

Key changes in the Bill include:

1. Faster approvals – small variations will need to be decided by councils within 10 days, or they will be deemed approved.

2. Targeted assessment pathway – projects in areas already subject to rezoning and consultation will be assessed only on new issues, avoiding repeat processes.

3. Housing Delivery Authority (HDA) – now legislated, with powers to fast-track major housing projects worth more than $60 million.

4. Development Coordination Authority (DCA) – a new “single front door” to manage agency referrals such as water, environment, and fire services.

5. Simplified pathways – regional planning panels will be abolished, with projects assessed either locally or as state-significant development.

6. Stronger timeframes – small modification requests must be decided in 14 days, while larger ones are deemed refused after 40 days.

Master Builders NSW welcomes the Government’s move to enact much needed reform to the state’s planning system. Incoming Executive Director Matthew Po***ck said the changes will finally help shift the system’s focus away from minor issues and towards encouraging sensible new housing investment.

“Housing is unaffordable for too many people. A young family on an average income shouldn’t have to commute for hours to and from work,” Mr Po***ck said. “Slashing planning red tape will speed up housing supply. Planning reform is one of the strongest levers that the government can pull and builders will applaud them for doing so. More standardising of conditions across local councils will also reduce complexity and speed up construction.”

The Bill is now before Parliament and is expected to progress in the coming weeks.

The Federal Government has announced a pause on further changes to the National Construction Code (NCC) until mid-2029. The decision comes after mounting pressure from industry groups, including Master Builders, who have raised concerns about the heavy compliance burden on small businesses. At more than 2,000 pages and with 120 referenced standards requiring separate purchase, the NCC has become a significant challenge for builders already grappling with cost escalations and project delays.

Master Builders NSW says the freeze is an excellent move that will be welcomed by thousands of builders across the state. But the organisation stresses that the fight against the ever-growing ocean of regulation must continue at the NSW Government and local council level. Members report being forced to hire more non-trade staff and consultants just to keep up with red tape, driving up costs and blowing out build times.

"Pattern Book Development" is a concept designed to deliver housing quickly, consistently, and efficiently, in reliance on a set of pre-approved designs that can be easily and broadly replicated, not only in terms of planning and approval processes, but also in terms of their construction.

The NSW Housing Pattern Book comprises eight pre-approved low-rise housing designs spanning dual occupancies, terraces, manor houses and multi-dwelling housing, all tailored for sustainability, cost-effectiveness, and ease of construction. These designs have been prepared by architectural firms (following an international design competition in the case of terrace designs), to support these objectives and with view to maintaining urban design standards.

The Amendments reflect the NSW Government's long-term focus on delivering housing, and are intended to address critical supply shortages by reducing delays in the construction pipeline and providing more affordable housing options. By simplifying approvals and offering ready-to-use designs, the policy aims to lower costs, ease cost-of-living pressures, and promote environmentally sustainable development.

Located in the Port of Lemnos, The Velliss Building Greece Division is making great progress on the restoration and conversion of our families 350-400 year old Ottoman era project!

The original terracotta tiled roof and timber frame were demolished due to pest damage to the timbers, keeping good timbers for the history and beauty to be reused.The walls are 600mm thick stone which has been demolished in areas where they were showing signs of failure and rebuilt to maintain the original look.

The original warehouse space will be converted into 2 residential tenancies for future growing family holidays and rentals

Want to change your sliding doors or repair leaky sills? Worried it will take ages and your house will be exposed?

Here we have removed two bedroom sliding door systems after the kids went to school, prepared the substrate, laid new WPM1000 sills and installed 2 new double glazed unit sliding doors.

This was all done in a day!

We fixed our clients leaky sill issue, and also gave them better thermally performing doors from the morning sun.

We used the premium Ardex fleece backed product here due to insufficient internal/external stepdowns from the original build. This product allows for direct sticking tile.

From bathroom to bedroom!

Our Haberfield client has a baby on the way and wanted an additional bedroom for the baby upstairs. The existing bathroom would have been a bedroom at some point in the past but was converted to a bathroom approx. 30 years ago and had lots of wasted space. We then added an ensuite to the large 3rd bedroom upstairs, so they gain a 3rd bedroom in highly sought after Haberfield for a very good price!
