🏛️ নগর স্থিতিস্থাপকতা এবং ভবন নিরাপত্তা: পরিসংখ্যান-সমৃদ্ধ সারসংক্ষেপ
রাজধানী উন্নয়ন কর্তৃপক্ষ (রাজউক) তাদের নগর স্থিতিস্থাপকতা প্রকল্পের (Urban Resilience Project) আওতায় ২০১৫ থেকে ২০২৪ সালের মধ্যে ৩,২৫২টি সরকারি ভবনের দ্রুত ভিজ্যুয়াল স্ক্রিনিং সম্পন্ন করেছে। এই স্ক্রিনিং-এর ভিত্তিতে, চিহ্নিত ভবনসমূহের মোট প্রায় ১৫%-এর ক্ষেত্রে ধ্বংসাদেশ (Demolition) অথবা প্রবেশে বিধিনিষেধ (Access Restriction) আরোপের প্রয়োজনীয়তা চিহ্নিত করা হয়েছিল। তবে, এই প্রকল্পের ফলাফল এবং সুপারিশগুলি আজ পর্যন্ত কার্যকর করা হয়নি।
এছাড়াও, রাজউকের ২০১৮ সালের একটি বিস্তারিত জরিপে দেখা যায় যে, পরীক্ষিত ভবনসমূহের মোট ২,০৪,১০০টি ভবনের মধ্যে প্রায় দুই-তৃতীয়াংশে (৬৬.১%) অর্থাৎ ১,৩৪,৯২৫টি ভবনে সুস্পষ্ট ত্রুটি বা নির্মাণ বিধি লঙ্ঘন (clear faults or construction code violations) বিদ্যমান ছিল। এই জরিপ অনুযায়ী, ত্রুটিপূর্ণ ভবনগুলোর মধ্যে প্রায় ২০% (২৬,৯৮৫টি) ভবন মারাত্মক কাঠামোগত দুর্বলতা (severe structural deficiencies) বহন করছিল।
রাজউকের আওতাধীন এলাকায় প্রায় ২.৫ মিলিয়ন (২৫ লক্ষ) মানুষের জীবন এই অরক্ষিত কাঠামোগুলির ঝুঁকিতে রয়েছে। এই ধরনের ঝুঁকি থাকা সত্ত্বেও প্রয়োজনীয় ব্যবস্থা গ্রহণে বিলম্ব, জননিরাপত্তার ক্ষেত্রে গুরুতর প্রশ্ন তৈরি করছে। কার্যকর পদক্ষেপের অনুপস্থিতি ভবিষ্যতে বড় ধরনের প্রাণহানি বা বিপর্যয় ঘটাতে পারে বলে আশঙ্কা করা হচ্ছে।

The “Plate Bearing Load Test” is a field method employed to assess the bearing capacity and settlement characteristics of soil or foundation layers. During this test, a steel plate is positioned on the ground and subjected to gradual loading using a hydraulic jack, while the settlement is continuously monitored. The load-settlement curve derived from this test serves as a valuable tool for evaluating the safe bearing capacity of soil and determining the modulus of sub-grade reaction. This test finds extensive application in the field of foundation design, pavement construction, and embankment works.
