Bangladesh Petrochemical Company Limited - BPCL Bangladesh Petrochemical Company Limited (BPCL) has established itself as the first post-consumer PET recycling bottle plant in Bangladesh.

BPCL is the first and only post-consumer PET bottle recycling plant in Bangladesh, providing manufacturing services to reuse and recycle the use of plastic bottles. Starting its operation in July 2012, BPCL has set up a plant that is capable of producing 10,500 metric tonnes (MT) of recycled PET resin per year using used PET bottles as raw materials. BPCL hopes to create a positive impact on our e

nvironment, improve the social aspects of the lives of those who are involved in the waste management sector and promote sustainable resource use through plastic recycling to our corporate sectors. Additionally, BPCL also has:
1. Access to Quality Raw Materials at Low Prices: BPCL procures its key raw material, used PET bottles, locally at internationally competitive prices. Bangladesh produces 3.5 billion PET bottles per year and most of it is discarded after being used only one time. BPCL needs only 12% of the locally available cheap raw material (discarded PET bottles) to operate in full capacity.

2. Ready Market for its Products: Bangladesh imports 142,000 MT of PET resins per annum and the demand is growing by more than 30% a year. Producing 10,500 MT of PET resins at full capacity BPCL enjoys a ready and growing market to absorb its products. BPCL is currently supplying flakes and resin to local bottling plant and PSF manufacturers. Currently, about 20,000 tonnes of PSF are produced per year against the demand of more than 100,000 tonnes. Purchasing resins from BPCL will accelerate local production of PSF substituting imports from abroad.

3. Secure Financing: BPCL has strong support of prominent local and foreign investors as both equity and debt financing providers. Total BDT 970 million financing has already been raised and BPCL is in talks with other investors to secure more funding. BPCL- Creating change, one recycle at a time.

On 30 March, BPCL hosted a Learning Dissemination Workshop at Renaissance Hotel Gulshan Dhaka, presenting the progress and key learnings of our Recycling Business Unit (RBU) model under the PLEASE Project. The session showcased AI-powered object detection, blockchain-verified supply chain tracking, and the direct collection system connecting informal waste pickers (IWPs) to 7 RBUs across Bangladesh.

The workshop brought together ministers, ambassadors, UN agencies, development partners, academics, and private sector leaders for an open dialogue on formalising the plastic recycling value chain nationally.

At the National Seminar on World Environment Day 2025, hosted by the Department of Environment, BPCLโ€™s MD & CEO, Khadem Mahmud Yusuf, shared our experience in formalizing the plastic value chainโ€”highlighting two of our key innovations: the best practice RBU model and an app based supply chain tracking system designed to bring transparency and efficiency into plastic value chain.

This seminar titled โ€œSustainable Management of Solid Waste: Challenges, Opportunities, and the Way Forward,โ€ opened the dayโ€™s discussions by setting the stage for deeper conversations on e-waste, solid and plastic waste management in Bangladesh.
The event was honoured by the presence of Mohammad Navid Safiullah, Additional Secretary of the Ministry of Environment, Forest and Climate Change as Chief Guest, and chaired by Dr. Md. Sohrab Ali, Additional Director General of the Department of Environment.
