Dear Valued Partners and Colleagues,

As Dhaka continues to grow at an unprecedented pace, the well-being of the workforce behind this progress must remain our top priority. At BCL Associates Ltd. we firmly believe that a safe workplace is the foundation of productivity, efficiency, and sustainable development. But in reality, we find that many construction sites of the projects still operate without adequate safety measures, exposing workers to preventable hazards.

To bridge this critical gap, we are proud to lead the way in Occupational Health and Safety (OHS) training, equipping workers, supervisors, and project managers with the knowledge and tools to foster a culture of safety. Our comprehensive training program covers:
• Hazard identification & risk mitigation
• Proper use of personal protective equipment (PPE)
• Emergency response & first aid protocols
• Compliance with local and international safety standards

Investing in OHS is not just a legal obligation it is a moral responsibility. A safe workplace reduces accidents, enhances morale, and boosts overall project success. At BCL, we are committed to raising awareness, implementing best practices, and ensuring that every worker returns home safely.

Let us unite in making Dhaka's construction project sites safer, healthier, and more productive. Remember, safety is never optional it is essential. For training inquiries, contact BCL Associates Ltd. today. Together, we can build a brighter, safer future. Safety First, Success Follows!

M Kamal Hossain Shikdar Sr. Structural Engineer Presents his research paper at JSCE, Japan

In September 2025, Md Kamal Hossain Shikdar, Senior Structural Design Engineer of BCL Associates Limited, participated in the JSCE 2025 Study Tour Grant (STG) Program in Japan, organized by the International Scientific Exchange Fund (ISEF) Committee. As part of the program, he presented his research titled “Performance-Level Seismic Assessment of a Bridge in Bangladesh Utilizing Recent Earthquake Records” at the 27th International Summer Symposium in Kumamoto during the JSCE Annual Meeting. The study emphasized the importance of using locally recorded ground motions—captured by the Bangladesh Meteorological Department (BMD)—for seismic analysis, as opposed to relying solely on code-based spectra or distant earthquake data. By applying response spectra from 47 regional events with magnitudes ranging from 3.9 to 6.2, the research evaluated displacement, moment, and stress responses of a bridge located near the recording site. The findings demonstrated that using real ground motion records offers a more realistic assessment of service-level performance for typical Bangladeshi bridges than code-based spectra alone.

In addition to the symposium, he visited the Kumamoto Earthquake Memorial Museum KIOKU, where he studied lessons from past seismic failures, structural retrofitting approaches, and strategies for improving resilience of reinforced concrete and steel structures only.

The Kajima Technical Research Institute, where he gained exposure to advanced experimental methods, full-scale testing of structural components, seismic isolation and vibration control technologies, and state-of-the-art bridge and building design innovations.

These technical exchanges, combined with the presentation experience, broadened professional perspectives on seismic design, performance-based assessment, and infrastructure resilience. The knowledge gained through this program is directly applicable to improving BCL’s capacity in designing safer and more durable bridges and structures in Bangladesh’s seismically active context.

Welcome to 83th Edition of the BCL News Letter

Technological advancements continually pose challenges for businesses, particularly in developing countries. As the world moves toward Artificial Intelligence (AI) based solutions, this new era of technology is set to transform the business landscape of the consulting industry. Our current readiness to embrace AI—considering infrastructure, social, and legal challenges—will be a determining factor in unlocking opportunities that were previously unforeseen.

To navigate the challenges of this emerging technology, it is essential to conduct in-depth studies and perform a SWOT analysis. The Government of Bangladesh has already taken significant steps through its digitization initiatives, establishing six strategic pillars for AI development and implementing a preliminary roadmap. These pillars include:

1. Research and Development
2. Skill Development and Workforce Retraining
3. Data and Digitization
4. Ethics, Data Privacy, Security, and Regulations
5. Funding and Acceleration
6. Industrialization of AI Technology

BCL Associates Ltd. has begun exploring avenues to develop expertise in AI. Recently, Mr. Md Sadequl Amin, MBCS, Head of Technology Services Section, BCL Associates Ltd., presented insights on Digital Transition in the Consulting Sector at DEIK Engineering Forum 2024, Istanbul, Turkey. We encourage the engineering community to actively engage in this technological shift and position themselves as pioneers in this evolving field.
