FEAD - European Waste Management Association FEAD is the voice of Europe's private resource and waste management industry. Their combined annual turnover is approximately € 75 billion.

FEAD is the European federation representing the private waste and resource management industry across Europe. FEAD’s members are national waste management associations covering 18 Member States, Norway and Serbia. Our companies play a key role in the transition to a circular economy by producing resources which can be re-injected in the economy and by supplying energy. They add value through inno

vative and cost-efficient collection, sorting, and recycling of secondary raw materials. In doing so, they play a key role in achieving the best economic and environmental outcomes. FEAD members represent about 3,000 companies with activities in all forms of waste management. These companies employ over 320,000 people who operate around 2,400 recycling and sorting centres, 1,100 composting sites, 260 waste-to-energy plants and 900 controlled landfills. Our companies have an approximate 60% share in the household waste market and handle more than 75% of industrial and commercial waste in Europe.

🚫 At FEAD, we're rejecting the proposed fuel-use exempt allocation model by the European Commission for calculating recycled content in plastics!

🛑 Why? Because it distorts the true picture of recycled content! This model allows companies to claim recycled plastic credits (and content) — even if a significant portion of production involves non-plastic materials! 🤯

🔄 Transparency of recycled content is key, and this model just doesn't cut it!

📍 This morning, Ruud Kempener, Team Leader Industrial Decarbonisation, DG ENER for the European Commission, presented the EU's carbon management strategy and the path to 2040 during EURACTIV's virtual conference.

He mentioned that to succeed, a single market for CO2 is needed, for which we require:

🚚Transport infrastructure
💰 Investments to scale up
💡 Integration into the EU’s energy policy portfolio as its rollout will also be energy intensive.

FEAD celebrates that the ENVI Committee subjects collection points to registration and permit requirements according to the . However, we are concerned about a wide definition of social enterprise, which can become a loophole to get preferential treatment in terms of

🔹 being allowed to maintain and operate own collection points and
🔹 the location of the separate collection points,
🔹 not being required to hand over collected used and waste textiles to PROs.

🛑 At FEAD, we stand against the fuel-use exempt allocation model for calculating recycled content in plastics through a mass balance approach for several critical reasons:

🔍 Distortion of recycled content: this model undermines transparency by allowing companies to claim recycled plastic credits (and content), even if a significant portion of production involves non-plastic materials.

🌱 Risk of greenwashing: embracing this model may trigger public backlash, tarnishing the reputation of the entire recycling sector.

💰 Profit maximization over sustainability: prioritizing existing operations designed for fossil fuels hinders the petrochemical industry's transition away from fossil-based plastic.

⚖️ Uneven playing field: this model unfairly disadvantages manufacturers and recyclers already utilizing 100% plastic waste as feedstock, perpetuating claims of green premium and cost advantage.

🔄 Diversion of recyclable waste: there's a risk of diverting mechanical recyclable waste feedstock to chemical recycling, which demands larger volumes of high-quality input materials.

We advocate for transparent, sustainable and innovative solutions such as the 'polymers only' compromise.

📢 Tomorrow, the European Parliament's ENVI Committee is set to vote on compromise amendments for the waste framework directive.

🔍 Crucial aspects need addressing:

1️⃣ Completing the WFD revision is crucial to ensure and improve sorting for reuse/recycling.

2️⃣ An impact assessment on mixed waste sorting systems is essential. Costs and benefits must be assessed for all waste flows, considering local conditions.
