Valerie Penney, Senior Project Manager at rcs construction, was recently featured in the NLCA Spotlight published in partnership with Atlantic Business Magazine.

A graduate of Memorial University of Newfoundland in Civil Engineering, Valerie has more than 20 years of experience in project management, estimating, and commercial construction.

At rcs construction, Valerie works closely with clients, consultants, and project teams to help deliver successful projects across Newfoundland and Labrador. The feature also highlights her involvement in the successful renovation of No Frills at Village Mall in St. John's, where strong coordination and teamwork helped keep the project on schedule despite supply chain challenges.

In addition to her work with the company, Valerie currently serves as the 2026–2027 Board Chair of the Newfoundland and Labrador Construction Association (NLCA).

As Valerie shared in the feature:

This project featured:

rcs construction partnered with Atlantic Lottery Corporation on the transformation of Red Shores into a modern entertainment destination.

The project included a 10,000 sq. ft. casino expansion, restaurant and kitchen renovations, exterior patio upgrades, and phased construction within an active operational facility.

Every stage involved detailed pre-construction planning, budgeting, and construction management focused on guest experience, operational efficiency, and high-quality ex*****on.

🚧 Project Spotlight: Mount Saint Vincent University
Location: 51 Lumpkin Rd, Halifax, NS

rcs construction completed the Margaret Norrie McCain Centre at Mount Saint Vincent University, the first brand new building constructed for the university in 42 years.

The McCain Centre is a four-storey concrete structure designed for multi-purpose academic use, including lecture halls, student breakout study rooms, open gathering areas, and a large two-storey atrium on the main floor. The building also features curtain wall systems on the north and south elevations and was strategically placed between the EMF Library and the Rosaria building to help connect different areas of the campus.

In addition to the main McCain Centre build, rcs construction also completed the McCain Café fit-up within the building and renovation work at the Seton Auditorium. The auditorium upgrades included refreshed finishes, updated electrical requirements, painting, and sound insulation improvements.

These projects helped provide MSVU with more modernized, comfortable, and functional spaces for studying, collaboration, and everyday student use.
