PLEASE INFORM YOURSELVE:
No one in Russia produces JP54. Russia produces Only Jet Fuel TS-1. There is no JP54 in Rotterdam. USGC Jet 54 & Singapore Jet are mainly traded in USA and Singapore Market.

Refineries produce Jet A-1, USGC Jet 54, TS-1(Russia + CIS *) only. Please find here the World-wide Civil Jet Fuel Grades and Specifications. Please find the Jet Fuel Price on Platts at http://www.platts.com/jetfuel Mazut-M100-75 is not any longer produced in Russia. Refineries never use D2 terminology, refineries use operational terms like Gasoil 0.2, 0.1 or ULSD/50-10 ppm/EN590. Under Russian regulation, to produce and export Gasoil with sulphur content 0.2 or more is forbidden. Many think that they can find Russian Gasoil D2 and Jet Fuel JP54 in all B-to-B portals or trading portal sites all over the world. Most of these brokers are looking for real sellers or real buyers for D2 and JP54. This kind of internet oil dreamers are usually thinking in huge commissions regardless if those deals are real or fake. All they have in their hands are just papers, PDFs such as FCO, ICPO, LOI or NCND etc. In reality, all of those documents are not real. Our advice is simple: If you have FCO or LOI for Russian D2 or JP54, throw them away.
2. Russian Gasoil and Jet Fuel Trading: 1. Do professional traders and refineries use D2 terminology? Refineries never use D2 actually because there are operational terms like Gasoil 0.2, 0.1, ULSD/50-10 ppm/EN590 -EN590 means that standard of the quality of the product according EU regulation EN590 information here: http://www.dieselnet.com/standards/eu/fuel_automotive.php Actually we do not see these terms (D2 for example) in use since beginning of 2010 when Russia began to export Gasoil 0.1, mainly. 2. Is D2 a normal name or reference for Gasoil? D2 it is not a “normal name” or a reference at the moment. We suppose that somewhere or time-to- time people can use this term, but it depends on quality of the Gasoil. For your information, for example, under Russian regulation, to produce and export Gasoil with a sulfur content of 0.2 or more is forbidden. If allowed (production and sales), it will be used for agriculture (trucks in collection farms, farms etc) and only for domestic market. 3. Is Gasoil for marine gas oil or automotive gas oil ? Gasoil is used in bunkering fuel production and also for vehicles . Depends on quality. However, “D2” it is not used in Russian domestic market as a car fuel anymore. At this moment Russia is using Gasoil 500 ppm and 50 ppm. We recommend a visit to GOST 305-82 here http://www.nge.ru/g_305-82.htm 4. How is Gasoil in pipeline or any cargo traded? 4-1. Trading of gasoil is simple: a) You show your client the passport of the product of previous supplies or passport of quality from the refinery. b) You sign the contract based on trust and due diligence of each parties (through exchange of incorporated docs and due diligence of these docs). c) Then the buyer issues the payment instrument and you supply the product to your customer. The pipeline supplies do not concern any export buyers, because most of the pipeline`s depots end too far away from ports (the exceptions are Ventspils and Primorsk ports).
3. To show that you supply by pipeline you have to provide following docs: a) Contract with the producer + confirmation from its party that the producer has access and contract with JSC “Transnefteproduct” (OAO “Transnefteproduct”). b) Contract with storage depot of pipeline’s acceptance point which is integral part of pipeline’s depot. c) The transport telegram of "Transnefteproduct" reconfirmation of the schedule and volume of transportation with exact terms of and time for the supply of the product in the depot. d) Optionally the Seller has to show the contract with the port for re-loading and loading, for storing of the product in port’s storage facilities and contract of transportation with railway logistics (cargo) company re shipment from point A (exact name and code of the pipeline`s depot) to point B (exact name and code of railways cargo station (and it can`t be port`s name, all stations here are called based on absolutely different parameters (for Novorossysk port we have railway station Grushevaya). 4-2. What is a contract with Transneft ? Russian gasoil 10-50 ppm and 1000 ppm (0.1%) supplies from Primorks, Ventspils, Kaliningrad (Baltiysk) by Gunvor, Vitol, Glencore and Litasco. Supplies from Primorsk and Ventspils are supplied from "Transnefteproduct"’s pipeline system. "Transnefteproduct" company is in charge of Gasoil’s supplies by State pipeline system. There are no pipeline systems coming from Russia to Europe and of course no any pipeline from Russia to Rotterdam. TRANSNEFT has connections to GASOIL only. NO FUEL OIL, NO BUNKERING OIL, NO GASOLINE, NO KEROSENE(JET FUEL). GASOIL ONLY. THE OWNER OF THE PETROLEUM PRODUCTS PIPELINE SYSTEM IS TRANSNEFTE PRODUCT (100% OWNED BY TRANSNEFT BUT WHICH ACTS AS INDEPENDENT FACE). Please note all upfront payments for any kind of transaction code are not legitimate. 4-4. Export License issued by Russian Ministry of Energy, is it Legitimate ? No, this is fake. Export trading of petroleum products does not require any license under any Russian regulation. For such kind of transaction the Seller or trading company has to be registered in tax administration under exact codes. That is all. 5. Is there a normal Gasoil Trading Volume ?

There are no “normal trading volumes” but the minimum volumes are: a) For big traders like Gunvor, Glencore, Vitol etc – minimum is 10-15.000 tons for one buyer up to 50.000 for one buyer. b) For small and medium trades from river ports in Russia in directions of Europe by water is from 3.500 up to 5.000 tons ( also known as the “vessel’s party”). c) And to conclude, normally 30,000 – 50,000 MT cargo is real and safe.We strongly recommend if a cargo is over 50,000 MT, it is mostly fake offer or order. d) Don’t waste your time on a big quantity such as 100,000MT, 200,000MT, even 1 million MT. All those offers or orders are 99.9% unreal and fake, just trying to steal your money through fake banking or financial systems. 6. Does Russia sells or produces Jet fuel JP54 ? No one produces Russian Jet Fuel JP54. All refineries, around the world, produce Jet A-1, USGC Jet 54, TS-1 (Russia + CIS) only. Please find the World-wide Civil Jet Fuel Grades and Specifications , the World Jet Fuel Specifications and Aviation Fuels Technical Review. "All russian JP54 offers or orders are sweet illusion and fake !" Kindly note that these kind of fake offers of jet fuel JP54 come from mostly out of Nigerian scammers in Russia and CIS in order to steal the Buyer´s money and waste everyone´s time. 7. Jet Fuel Trading Russia produces Jet Fuel TS-1 and exports to CIS and Baltic countries. For CIS export volume around 30.000 – 35.000 tons monthly. For Baltic countries (then POSSIBLY in direction to EU) the monthly supplies are around 100.000 – 110.000 tons. No free volumes available. Regarding Jet fuel trading. For Russian jet fuel(TS-1) better to talk with Gunvor or Litasco. US imports jet fuel from South Korea and China at the moment. USGC Jet 54 and Singapore Jet are mainly traded in USA and Singapore Market. There is no JP54 in Rotterdam. Procedure can not be changed:

1. Buyer issue an ICPO with Seller working procedure on it as transaction procedure with banking details and Buyer Passport scan copy.

2. Seller issueCi with tank receipt number and tank numbers of the product in Seller tanks in port of rotterdam. The buyer sign and return back CI with TSA to seller.
3. Seller provide the following documents for the initial trial order quantity to buyer:
A) Product Passport
B) Commitment to supply
C) Export License

4. Upon receiving the documents from seller, the Buyer provide to the Seller (NOR) Notice of Readiness from buyer tank farm to receive the product from Seller tanks after successful dip test of the product invtge Seller tanks by buyer SGS team or Similar laboratory.

5. NCNDA/ IMFPA will be signed by all intermediaries and send to seller for endorsement.

6. Seller upon recriving NOR ftom buyer issues the following documents to buyer
A) DTA
B)TSR
C) Endorsed NCND/IMFPA

7. Upon successful Dip Tes in Seller tanks, producy will immediately transfer into buyer tanks and buyer make payment for the product via MT103. And seller transfer Title Ownership to buyer
Seller will pay intermediaries involved in the transaction and proceed with the signing of the contract with buyer.
