On the Perspektiva programme, Prof. Saša Čegar talks about how housing prices, wages and borrowing capacity relate. He also explains the "rental trap", the role of investment demand, and what cities can do to make housing more affordable.

For us in the CROSS-REIS network, a regenerative economy also means cities where a decent life is within everyone's reach, not only greener infrastructure.

Our colleague prof. dr Ana Lalević Filipović, full professor at the Ekonomski fakultet Podgorica - zvanična stranica, a CROSS-REIS partner institution, speaks in the panel, “Cirkularna ekonomija: Od otpada do resursa”, at the Vijesti Online conference “Održivo liderstvo: Od odluke do uticaja”. CROSS-REIS is one of the partners of the conference.



She speaks alongside Danilo Veljić of the Environmental Protection Agency of Montenegro, Nina Bulatović, founder and director of L-DEMA and the Vodolija concept, dr Verena Jost, senior expert for packaging in science, quality and regulatory affairs at HiPP, and Veselin Popović, Dipl. -Ing., director for ESG at Luštica Development. Ivana Vojinović of the Centre for Climate Change, Natural Resources and Energy at the University of Donja Gorica moderates.



A circular economy asks how to keep materials in use. A regenerative economy, the concept CROSS-REIS is built on, asks for more than that: not only to do less damage, but to restore what nature and the community give us.



The conference also applies the argument to itself, through a Zero Food Waste concept run at the event.



The day opens with Johann Sattler, Ambassador of the European Union to Montenegro, Ekaterina Paniklova of UNDP, and the ministers of energy and of ecology, and runs four more panels and six keynotes before ours.

From decision to impact.

That is the title Vijesti have given their conference in Podgorica on 24 September, and it names the gap most sustainability strategies fall into. CROSS-REIS is one of the partners of the project.

CROSS-REIS at the Bled Strategic Forum 2026

On 1 September, prof. Žiga Turk of the University of Ljubljana, Faculty of Civil and Geodetic Engineering, a CROSS-REIS partner institution, took part in the panel “Who Owns the Green Future? Power, Dependency, and the New Resource Order” at the twenty-first Bled Strategic Forum.

The session put six speakers from five countries in one room: a green transition practitioner from Ghana, a representative of an organisation working in the Democratic Republic of the Congo, a European automotive manufacturer, a former UK energy minister, an energy security analyst and a professor of engineering. The shift to clean energy and low-carbon industry rests on materials, technologies and capital that are not evenly distributed, and the states and companies that control them are not always the ones setting the climate targets.

That is the ground CROSS-REIS works on from the research side: regenerative economies, and the innovation ecosystems that carry research through to practice. Sessions like this one are where those questions are argued in front of the people who write the policy.

Is the green transition off the table? Look at the investment and technology trends rather than at the daily political rhetoric, and the answer is no.

In a new analysis for Glas Slavonije, Assoc. Prof. Saša Čegar, Vice Dean for Internationalisation and Sustainable Development at the Faculty of Economics and Business, University of Rijeka, a CROSS-REIS partner institution, argues that the transition has become part of global industrial and geopolitical competition, and that the concept of the regenerative economy is developing rapidly as a newer integrative development paradigm.

His starting point is that sustainable development is not opposed to economic development. It asks how that development can last, and it rests on one of the fundamental problems of economics, the scarcity of resources. Green, circular and bioeconomy each answer one part of that. The regenerative economy asks for something more, that economic activity should actively contribute to the renewal and resilience of the systems it depends on. Cities are where this is being tested, because they concentrate the pressure on the environment and the knowledge, capital and institutional capacity to change the model at the same time.

He also warns against reading a measure by its immediate result alone. Desalination secures water and consumes energy. Electrification of transport cuts fossil use in traffic and raises demand for electricity, critical raw materials and infrastructure. Artificial intelligence is not immaterial: it runs on data centres, semiconductors, energy and water. Understanding and managing those interdependencies, he writes, is becoming a precondition of sustainable development.

Our colleague prof. Žiga Turk, from the University of Ljubljana, Faculty of Civil and Geodetic Engineering, speaks at the Bled Strategic Forum in the panel:

“Who Owns the Green Future? Power, Dependency, and the New Resource Order”.

The discussion looks at how the green transition is redrawing global competition: who controls the critical materials, who holds the supply chains, and what that does to the balance of power between states.

It is a question our project meets from the other end. CROSS-REIS works on regenerative economies and innovation ecosystems, on what it takes for a region to restore rather than merely deplete. Bled is where that research meets the geopolitics of it.

The team from the Faculty of Economics, University of Niš, our coordinating institution, will be represented by project coordinator prof. Jelena Stanković.

🌱 A Living Lab for regenerative agriculture is taking shape in Belsh.

On 20 July 2026, dsa development solutions associates (DSA), the CROSS-REIS partner in Albania, together with the Plant Genetic Resources Centre in Belsh, brought local stakeholders together in Hardhi Village for the CROSS-REIS Info Day and Living Lab.

Around the table: researchers, the Municipality of Belsh, farmers, olive oil processors, agritourism operators, medicinal and aromatic plant producers, poultry businesses and civil society organisations. Technical presentations, open dialogue, and a demonstration in the plots outside.

Prof. Dr. Fetah Elezi, Head of the Plant Genetic Resources Centre for Crops and Grapevines, and Prof. Dr. Edvin Zhllima, project coordinator at DSA, opened the day. Prof. Dr. Zhllima presented CROSS-REIS and the contribution of DSA in Albania, and Prof. Dr. Drini Imami presented Local Action Groups and Living Labs for Regenerative Agriculture.

🔬 At the centre of the discussion: establishing a Living Lab at the Plant Genetic Resources Centre, as a permanent platform where regenerative innovations are co-created, tested and demonstrated under real conditions.
