Not because the heating is weak. Because air is the wrong medium.

Thermal comfort is governed by Operative Temperature — the average of air temperature and Mean Radiant Temperature (MRT).

Heating that only warms air solves half the problem. Cold wall surfaces radiate heat away from the human body — regardless of how warm the air is. This is called radiant asymmetry. DIN EN ISO 7730 describes it precisely.

What this means for planning: A room at 20°C air temperature with warm wall surfaces feels warmer than a room at 23°C air with cold walls.
