Crest Nicholson posts £144m loss.
The new chief executive of house-builder Crest Nicholson is plotting a new strategy after posting heavy losses in his first set of results. For the year ended 31st October 2024 Crest Nicholson made a £143.7m pre-tax loss (2023: £23.1m profit, restated). Revenue was down 6% at £618.2m (2023: £657.5m).

The results include exceptional charges of £166.1m, including £131.7m related to additional fire remediation provision which covers all known 291 buildings within the scope of the company’s developer remediation contract. The total fire remediation provision at the 2024 year end was £249.3m, compared with £145.2m at the 2024 half-year point.

Open market private completions were 1,047 (2023: 1,222), open market bulk completions were 331 (2023: 273) and affordable completions were 495 (2023: 525). As a result, total home completions were down 7.3% at 1,873 (2023: 2,020).

Martyn Clark, formerly Persimmon’s chief commercial officer, took over as Crest Nicholson’s chief executive Peter Truscott in June 2024. One of his first tasks was to fend off an unsolicited takeover bid from Belway.

“Since I joined in June, we have worked with renewed vigour to make significant operational progress, revitalising our sales process, improving governance, upgrading management information to allow for better decision making, and enhancing operational rigour and cost control,” he said. “We have implemented adjustments that are already delivering positive outcomes.”

Prime Minister clears path for major infrastructure projects.
The UK government has announced significant changes to planning rules, aimed at accelerating the construction of nuclear plants, trainlines, wind farms, and other vital infrastructure projects. These reforms promise to unlock opportunities for construction and infrastructure contractors, aligning with the government’s Plan for Change to drive economic growth and streamline project delivery.

Streamlined legal challenges for quicker progress
Under the new measures, the number of legal challenges against approved infrastructure projects will be reduced, allowing only one attempt at a judicial review for cases deemed “Totally Without Merit.” Previously, up to three challenges could delay projects by years, adding significant costs and creating uncertainty for contractors.

This move addresses the frequent legal blockages that have plagued infrastructure projects, with over half of all major developments in recent years facing court challenges. High-profile examples include:

East Anglia wind farms: Delayed for over two years by repeated legal challenges that ultimately failed.
Sizewell C nuclear plant: Delayed by two years after a case was dismissed by the High Court as “utterly hopeless.”
A47 road upgrade: Postponed for two years due to an unsuccessful legal challenge, dismissed as having “no logical basis.”
The Prime Minister’s reforms aim to balance access to justice with the need to prevent small pressure groups or individuals from obstructing projects that serve the national interest.

Opportunities for contractors
Construction and infrastructure contractors stand to benefit from faster approval processes and reduced uncertainty. Delays have historically increased costs for major projects, such as road upgrades that spend up to £121M per scheme in legal fees during court proceedings.

The changes will send a strong signal to global investors and businesses that the UK is open for growth and investment. By expediting the delivery of infrastructure, contractors can expect a more predictable pipeline of work, particularly in sectors like renewable energy, transportation, and housing.

Developer to self-deliver 24-storey tower on London waterfront.

The UK arm of Belgian real estate developer Ghelamco has started the main building phase of an exclusive tower at the former Price’s Candles factory under a self-delivery model. The in-house construction division of Ghelamco UK is building a £140m (GDV) project comprising a 24-storey residential tower on the Battersea Waterfront in southwest London.

Ghelamco said that operating a self-delivery model will allow the developer to have “complete control” over the quality and construction programme and ensure efficient project management and ex*****on. The development will maintain three of the original Price’s Candles factory buildings. Final build completion and first occupations are expected in the second quarter of 2026.

McLaren appointed for £60m Fosters development in London’s West End.
McLaren Construction has been appointed to build the £60m first phase of a Foster & Partners-designed development on the corner of New Bond Street and Grafton Street in London’s West End.

The 5,400 sq m retail and office development for O&H Properties includes lower ground, ground and first-floor retail space, five storeys of office and event space above, and a complex three-storey basement. The design for the Mayfair Conservation Area includes a precast concrete and brick facade with curved triple-glazed bay windows and a zinc shingle roof.

McLaren’s top-down construction programme will cast the central section of the ground floor slab to enable the cores to be built at the same time as excavating down and casting the basement floor slabs and liner walls.

Extensive temporary works include 33m deep 1.2m diameter piles and 15m steel plunge columns to support the cores and ground floor slab, allowing the basement box and jump forming of cores to happen simultaneously.

Subcontractors on the project include McGee for the groundwork, civils and concrete for the basement box; BHC for the steel frame; Techrete for the precast facade; Seele for the glazing; and All Metal Roofing for the roof.

Reeves: Heathrow third runway is key to economic growth
Chancellor of the Exchequer Rachel Reeves has confirmed the government’s support for a third runway at Heathrow in a major speech on economic growth.

As widely expected, Reeves declared that a third runway is badly needed to support growth and that it would generate up to 100,000 new jobs.

She also criticised previous governments for having said they supported the third runway while avoiding doing anything about it. This showed a “lack of seriousness” about the economy, she said, and the government “can’t duck the issue any longer”.

Reeves said she is now inviting proposals to be brought forward this summer. “We will then take forward a full assessment through the airport national policy statement,” she said. “This will ensure that the project is value for money and our clear expectation is that any associated service transport costs will be financed through private funding.” She added: "It will ensure that a third runway is delivered in line with our legal, environmental and climate objectives."
