Plenty of homes in an all-electric programme won't get an outdoor heat pump. Flatted blocks and constrained sites electrify another way, and hot water falls to an immersion heater.
Every litre of it is then billed at the electricity rate, so the only lever left is how many kWh it takes to heat. That stock still counts towards the proposed 2030 EPC C target for social rented homes.
