Some metrics you need to understand when working with an agency are;

1. Time each process take - this includes advertising, cv screening, phone & face2face screening, shortlisting & booking interviews, time to interview and offer process - this could be 1 day, but the average is around 45 days

2. Quality - what percentage of candidate CVs do you accept from recruiters

3. Interview to hire ratio - How many candidates (from an agency) do you actually hire?

4. Offer acceptance/decline rate - how many offers are accepted and start with you? A low acceptance rate could mean your agency doesn't have full control over their candidate process.

5. Cost to fill your vacancy. Do you pay a low fee to recruit a potentially lower quality candidate only to find yourself recruiting for the role again in 6 months? Or do you pay a little bit more to find the right talent n the first place?
