While most of the country sleeps, thousands of dedicated professionals are hard at work maintaining the infrastructure we all rely on — from rail networks to motorways. It’s often a thankless task. We feel the frustration of lane closures and diversions, but night-time working is what keeps disruption to a minimum and ensures essential upgrades and maintenance can be delivered safely and efficiently.

At Paint Inspection Ltd, we’re proud to play our part alongside the many companies and individuals who work through the night — in all conditions — to keep the nation moving.

This week alone, our teams are surveying sites across the country. Leadership is very much hands-on; even our Director has been on site at Gravelly Hill in Birmingham, carrying out a coating condition survey to ensure long-term asset protection and performance.

If you’re planning an infrastructure project and require specialist coating inspection or condition surveys, we’d be pleased to discuss how we can support your objectives.

Paint Inspection Ltd have been completing more and more HV holiday testing. We have also had to check work where this testing has been completed far too early and with voltages far too high for the coating system.

The following is a quick guide:

The most commonly referenced and accepted internationally:

International / General
• NACE SP0188
Discontinuity (Holiday) Testing of New Protective Coatings on Conductive Substrates
👉 This is the most widely used standard worldwide.
• ASTM G62
Standard Test Methods for Holiday Detection in Pipeline Coatings
• Method A – Low Voltage (wet sponge)
• Method B – High Voltage (spark test)
• ISO 29601
Paints and varnishes — Detection of porosity in coatings using high-voltage testers

Regional / Industry-Specific
• DIN 55670 (Germany) – Porosity testing of organic coatings
• SSPC-PA 2 (reference only) – Often cited alongside NACE for coating inspection
• AWWA C213 / C214 – For water pipelines and fittings
• Shell / Aramco / ADNOC specs – Often reference NACE SP0188 + project-specific voltage tables.

When HV Porosity Testing Is Used
• Coatings > 500 microns (20 mils) DFT
• Fusion Bonded Epoxy (FBE)
• Coal Tar Epoxy (CTE)
• 3LPE / 3LPP
• Rubber linings
• Glass flake epoxies
• Pipeline, tank internals, buried steel, immersion service.

Highways CM431 is a specific technical document used in the UK highways engineering and maintenance standards. It’s part of the Design Manual for Roads and Bridges (DMRB) — the core set of specifications and guidance used for the design, assessment, operation, and maintenance of major roads and motorways in the United Kingdom.

📄 What CM431 Is
• CM431 is one of the DMRB documents and has the title “Maintenance painting of steelwork.”
• It was published in December 2019 and replaces an earlier standard known as BD 87/05.
• This document provides technical requirements and procedures for painting and coating steel structures — typically things like bridges, gantries, signs, and other steel highway infrastructure — as part of long-term maintenance to protect against corrosion and ensure service life performance.

Where It Fits in UK Highway Standards

The DMRB is a suite of standards published by National Highways (formerly Highways England) that covers all aspects of roads — from design and drainage to materials and maintenance. CM431 falls under the Maintenance & Operation section of the DMRB.

How It’s Used
• Highway authorities and contractors use CM431 when preparing maintenance specifications or carrying out work on steelwork across trunk roads and motorways.
• It forms part of the works specification in contracts, meaning that compliance with it is typically required under contractual arrangements for highway maintenance projects.

If you need help locating a copy of the CM431 document itself or want a summary of specific clauses (e.g., paint systems, surface preparation, inspection criteria), let us know — we can guide you to help your highways project go smoothly.
