The Principal of MCS is Richard Small, who is a Chartered Geologist, a Fellow of the Institute of Quarrying, and has 35+ years’ experience. This experience is primarily as an extractive industry geologist employed by multinational companies producing aggregates, gypsum, chalk and clay, latterly complemented by a role in estates and development. The Principal is also a Geotechnical Specialist as de
fined by the (UK) Quarries Regulations 1999, and sat on the Steering Group advising the Health & Safety Commission (now merged with the Health & Safety Executive) on the drafting of the Regulations. The Principal's geological experience in the extractive industry ranges from desk studies through field assessment, site investigation design and implementation, to resource assessment, and the evolution of phased quarry development schemes. The Principal has been based in the UK throughout his career, but has also undertaken work in Spain, Eire, India, Norway and the UAE. As part of his roles in the UK quarrying industry the Principal has undertaken Appraisals and Geotechnical Assessments as required by the Quarries Regulations 1999, developed a system for the rapid Appraisal of excavations, tips and stockpiles, and drafted Rules for the management of these features. The Principal has also developed and delivered training materials relating to geotechnical aspects of the Quarries Regulations for RMC, CEMEX, and a private client. Additionally, the Principal has experience of mineral estates issues, including negotiations with landowners and agents, drafting and/or scrutiny of licences and leases, etc.
