Painting or papering over a damp patch feels like a fix. It almost never is, and it usually makes things worse.
Moisture trapped behind new paint or wallpaper doesn't disappear, it builds up behind the surface instead, often causing more damage to the plaster and making the redecoration fail faster too.
It also hides the early warning signs, so the next time it shows up, it's usually worse.
