CEN Response to Budget Announcement on Cancellation of ECO Scheme
CEN expresses deep concern at today’s Budget announcement confirming the cancellation of the current Energy Company Obligation (ECO) scheme. ECO has been a cornerstone of the UK’s efforts to reduce fuel poverty and cut carbon emissions, providing essential insulation, energy and heating upgrades to the country’s most vulnerable households.
This decision comes at a time when 3 million households in England & Wales remain in fuel poverty, with almost 9 million households spending more than 10% of their income on energy. Despite progress in improving energy efficiency, millions still live in cold, inefficient homes that undermine health, wellbeing, and financial security.
A sudden end to ECO risks destabilising the retrofit supply chain, reducing support for low-income households, and slowing progress towards national fuel poverty and net-zero targets.
CEN urgently calls on the Government to publish clear replacement plans, including timelines, funding, and delivery mechanisms, to ensure a smooth transition. Without this clarity, the UK risks reversing hard-won progress and leaving vulnerable households without the support they urgently need.
Retrofitting homes is essential, not optional.
CEN stands ready to work with Government and industry partners to secure a stable, long-term strategy that protects households, supports industry, and accelerates the UK’s journey towards warm homes, lower bills and net-zero carbon.
